Apply Now! • The primary purpose of this position is: To serve as a Headquarters Air Staff Program Element Monitor (PEM) and Manager for the Enterprise Information Technology (EIT) portfolio. Serves as an advisor to the Chief Information Officer for the Department of the Air Force on planning, programming, budgeting, and execution (PPBE) activities. Serves as the liaison between the AF_A8 Cyber Panel, lead command and other Major Command Field Command program element managers, and portfolio managers. This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of planning, programming, budgeting, and execution of Congressionally-appropriated funds.• Duties:• Plans and develops methods, procedures, policies, and techniques governing Joint and Air Force-wide decisions on IT capabilities or systems.• Serves as SAF/CIO A6 Program Element Monitor (PEM) and Budget Program Activity Code (BPAC) Monitor.• Prepares budget, technical reports, staff studies, and briefings. Prepares budgetary data and justification in support of IT capabilities or programs.• Directs, coordinates, and oversees technical working groups, panels, task forces, and management teams.• Knowledge, Skills & Abilities required for the position. Resume should reflect experience demonstrating required skills:• Qualifications/Requirements: • U.S. Citizenship• Must be able to obtain and maintain a Secret security clearance.• Knowledge of a wide range of IT theories, concepts, principles, and practices, procedures, policies, standards, and operational requirements; and of IT equipment to develop procedures, policies, and/or practices.• Knowledge of DoD and Air Force IT regulations, services and instructions to ensure IT capability and/or system services are in compliance with applicable regulations and instructions regarding integration and interoperability.• Knowledge of associated methods and techniques such as legal requirements, cost analyses, and budgets.• Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation.• Ability to communicate effectively both orally and in writing; negotiate complex issues; establish and maintain good working relationships with a broad range of personnel at various organizational levels.• Ability to analyze a variety of unusual IT conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major IT capabilities, systems and/or services.• Ability to research patterns to develop new methods, criteria, or proposed IT capability or system policies and/or procedures.• Position is Acquisition Professional Development (APDP) Level III coded for IT as duties performed.
