The New York City Taxi and Limousine Commission (TLC) is the nations largest for-hire transportation agency, licensing and regulating the Citys yellow and green taxicabs, for-hire vehicles, commuter vans, and luxury limousines. TLC develops and enforces rules to promote safety, transparency, as well as consumer and driver protection for a vital mode of transport in New York City. The vehicles, businesses, and drivers licensed and regulated by the agency move over one million people a day. The TLC Information Technology (IT) department is seeking a Product Owner who, under the supervision of the Chief Product Officer, will play a key role in the IT department by collaborating closely with various internal stakeholders, vendors, and external agencies to gather business requirements, analyze data, and document user stories. Furthermore, the Product Owner will manage a portfolio of stakeholder requests by working in partnership with TLC divisions to gather requirements for IT data projects, help prioritize the request backlog, and clearly communicate with IT teams, business stakeholders, executive management, and external stakeholders throughout implementation.
The successful candidate is an analytical leader who thrives in a highly collaborative fast-paced environment and actively engages with teams throughout the software development lifecycle. S/he will be smart, self-motivated, detailed, and comfortable working in a fast-paced and continuously changing environment. This role requires a strong background in business analysis, data analysis, and product ownership.
Responsibilities:
- Evaluate requests from stakeholders for enhancements and projects, perform research and analysis to understand the request and potential impacts
- Meet with business stakeholders as needed to understand and document requirements for IT enhancements and projects, including but not limited to data projects and enhancements.
- Assist stakeholders in managing and prioritizing their product backlogs. Provide expertise on advantages and disadvantages of prioritizing one request over another and help build consensus among various stakeholder groups.
- Collaborate with IT teams to develop innovative technology solutions that address wide-ranging business needs
- Communicate clearly and frequently with IT teams, business stakeholders, project sponsors, clients, external vendors, external agencies, and executives on the status of IT requests
- Actively participate in IT projects and sprints to articulate business requirements and clarify business needs. Solicit feedback from stakeholders as needed to facilitate project or enhancement implementation.
- Coordinate with stakeholders to ensure user acceptance testing (UAT) is performed.
Qualifications
1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or
2. A four-year high school diploma or its equivalent approved by a States department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in 1 above; or
3. Education and/or experience equivalent to 1 or 2, above. College education may be substituted for up to two years of the required experience in 2 above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.
