Job Description:

As an IT Program Portfolio Manager in the Office of the Chief Information Officer, Enterprise Program/Project Management Office, you will be accountable for the cost, schedule, performance, and risk of a portfolio of complex, cross-organizational projects, directing and integrating the activities of multiple project operations. You will ensure that the portfolio's efforts are cohesive, consistent, efficient, and effective in supporting the strategies and operating objectives of the organization.Duties Creates, integrates, and prioritizes a portfolio of cross-service line information technology projects, initiatives, and associated efforts and leads the team of individuals responsible for those specific efforts.Assists with the formulation of each effort's strategic and operational plans to ensure integration and portfolio alignment.Manages an Integrated Master Schedule to include developing and tracking information technology portfolio milestones and dependencies.Aligns portfolio approach, impact, and timing with the broader environment and proactively mitigates risks to the schedule and resolves or escalates conflicts.Coordinates with Contracting Office Representatives to understand task alignment with existing contracts and the contractual implications to the overall portfolio effort.Assists with the creation of a budget for each information technology project and initiative within the portfolio and tracks/reporting on the overall budget allocation and execution.Develops a set of leading performance indicators for information technology projects/initiatives to identify scope, schedule, and cost issues for internal and external reporting.Coordinates with Customer Engagement representatives on communications with internal/external stakeholders and customers ensuring they are informed of progress, deviations from plans, and risks.Tracks each project plan and assists with the prioritization of critical resources while advising project managers on how to keep the project on track or develops an alternate course of action.Develops and monitors a portfolio risk management plan and provides project risk mitigation strategies and oversight ensuring cross-service line risks are properly documented and managed.Fosters a culture of engagement, diversity, inclusiveness, excellence, and innovation. Investigation/Clearance may differ and be required based on the duty location/NASA Center requirements.You must meet qualifications requirements by the closing date of this announcement.Financial Disclosure, Drug Testing, Bargaining Unit, and/or the Travel Requirements for this position may differ and be required based on the duty location/NASA Center requirements.This position may require a one-year probationary period.Selected applicant(s) must be assigned to a duty location listed on the announcement.Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.To qualify for GS-14 , you must have one year of directly related specialized experience equivalent to the GS-13 level.Managing large, complex information technology projects, directing and integrating the project's operations;Coordinating the efforts of direct reports or team members to ensure that required tasks are accomplished on schedule and within budget;Identifying and managing project dependencies, constraints, and risks.ANDIF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:Attention to Detail - Is thorough when performing work and conscientious about attending to detail.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.Your resume must include a clear and detailed narrative description, in your own words, of how you meet the required specialized experience.
