Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is for an IT Specialist (SYSADMIN), Position Description Number T5750000 located in the 283rd Combat Communications Squadron at Dobbins ARB, Georgia. This is a full-time, Excepted Permanent that DOES NOT requires Georgia Air National Guard Membership. Area of Consideration: Open to all current Onboard Technicians and members within the 283rd CC. Responsibilities As an IT Specialist (SYSADMIN), GS-2210-11, you will: Configure, manage, monitor, and trouble-shoot various network and application server hardware, operating system software, and peripheral network equipment for both classified and unclassified networks. Conduct testing using remote management terminals to insure operability, efficiency, and compliance with existing standards. Recommend system configuration policies. Develop and maintain procedures for system operations, and installation to include policies for system backup and archives. Configure and manage assigned tactical messaging platforms. Coordinate with internal and external functions for Internet Protocol (IP) address resolution. Coordinate with requesting agencies for messaging addresses and requirements, to include classified and unclassified support. Ensure operation and compatibility of assigned Public Key Infrastructure (PKI) devices. Coordinate with internal and external agencies to ensure overall network design, to include boundary protection devices, will support required networked services. Ensure users, representatives, Work Group Managers (WGM), or Work Group Administrators (WGA), receive and implement correct network device configuration. Analyze equipment and software reliability and utilization to identify and correct problem areas and to establish network performance levels. Use benchmarks, performance measurement, and evaluation data, in conjunction with modeling and simulation techniques. Plan for increased network capacity to support any additional customer requirements. Develop recommendations or proposals involving a variety of specialized systems and state-of-the art enhancements designed to meet unique tactical requirements and improve operational efficiency. Perform in-depth analysis of automated and manual systems related to proposals for change, in order to develop or modify information systems to meet tactical network user requirements. Determine applicability of established methods. Using customer input, gather facts about the nature of the work involved in the user's application area, flow of work, processing actions, and work product(s). Provide technical advice to users. Examine and evaluate alternative means of satisfying user requirements. Suggest technically feasible approaches and makes recommendations regarding the most effective and efficient automation approaches. Design tactical systems to support various options for several simultaneous interactive users. Determines physical storage requirements. Provide consultation and research to determine common and unique requirements. Establish and document standardized terms and data elements. Accomplish risk analysis, accreditation, and certification packages to include disaster recovery plans in accordance with agency requirements. Assist Information Assurance (IA) personnel in conducting risk analysis and security tests and evaluations. Work with other security officers, users, Network Control Center (NCC) personnel, and other support personnel to ensure mandated security directives are followed. Ensure installation, command, and agency security standards are met. Ensure compliance with all Air Force Computer Emergency Response Team (AFCERTs), Time Compliance Network Orders (TCNO's) and other mandated security updates. Develop, implement, and maintain work center training programs. Plan and schedule tasks and training activities for drill status guard members. Oversee and conduct on-the-job training (OJT) for personnel. Create and develop lesson plans. Ensure availability of facilities and training aids. Monitor the training status of personnel and ensures that supplemental and/or remedial training is accomplished. Responsible for documentation of accomplished training in a timely manner. May require the use of automated training documentation system. Participate with user support personnel to train personnel and functional users on use of automated information systems, computers, local and wide area networks, and other automated tools. Plan, develop and administer training programs implementing the standardization, control, and/or guidance of communications programs. Create, adapt, and implement guides and controls for network, system, or total communications programs in support of daily operations or training exercises. Perform duties necessary to accomplish information technology and communications functions and provide for customer services in support of programs essential to Squadron daily operations, training, and readiness missions. Perform other duties as assigned. Requirements Conditions of Employment Qualifications Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Serving as a senior information technology (IT) and communications specialist and consultant to management in support of installation IT and communications policy and plans to include the unit's ability to provide command, control, communication, computer, and intelligence (C4I) programs essential to the operations, training, and readiness missions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. Education Substitution of Education for Specialized Experience: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
