The Air Force Civilian Service (AFCS) is looking for a full time Information Technology (IT) Specialist (GG-2210-14), to perform as the Deputy Chief, Operations Center, working at the Air Force Lifecycle Management Center (AFLCMC), at Joint Base San Antonio (JBSA), on Lackland Air Force Base (AFB), in San Antonio, Texas.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007

Salary ($144,354 - $191,900) based on experience.

Qualifications/Requirements:

In this position you will provide strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and information security management. You will also performs duties as a senior communications and information officer providing a wide range of IT services tailored to support critical command, control, and mission information, processes, and systems and providing advanced knowledge and skill in the use of IT systems and is considered an advanced IT user. Additionally, implement Risk Management Framework (RMF) strategic goals, policy, principles, and direction for organization and for USCYBERCOM operational and mission systems.

Must be a U.S. Citizen

Must be able to obtain & maintain a “Top Secret/SCI” Security clearance.

Must be able to obtain & maintain Information Assurance (IA) certification within 6-months of assigned duties.

This position is designated as a Drug Test Designated Position

This is a Key and Mission/Emergency Essential position. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. Candidates for positions designated as “Key” positions who do not agree to this condition shall not be extended an offer of employment.• Professional knowledge and mastery of a broad range of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.• Broad knowledge of USCYBERCOM, AF, DOD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s) and ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to modify standard practices and techniques to solve complex interrelated problems.• Expert knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and provide advice on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of security procedures to maintain control over classified material.• Expert knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.• Expert knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.• Expert knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.• Exceptional ability in maintaining an up-to-date awareness of technological advances and predict how management can meet future requirements.• Superb ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise the staff of an organization to meet program requirements and objectives within available resources.• Knowledge of safety, security, and EEO regulations, practices, and procedures.HIGHLY DESIRED EXPERIENCE:
