MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of experience in information technology or professional administrative services.
SUBSTITUTIONS:
1. An associate's degree in information technology will substitute for the baccalaureate degree.
2. Two years of experience or training in information technology will substitute for the baccalaureate degree.
Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.
90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.
A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.
3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

JOB DISTINCTIONS:
Differs from IT Statewide Manager 1 by the presence of managerial authority for a defined organizational unit of the Office of Technology Services with responsibility for a complex statewide technology service or technology platform.
Differs from IT Statewide Manager 3 by the absence of managerial authority for a defined organizational unit of the Office of Technology Services with responsibility for a highly complex statewide technology service or technology platform.
This is a full-time, on-site position located in the Greater Baton Rouge area.
The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The incumbent is responsible for the following duties:
Directs through/with subordinate supervisors the maintenance and development of complex, enterprise wide IT applications in client server and web-based environments in support of Delta functions and processes, LDR Website processes and LDR Ancillary application processes. Supervises technical requests for improvements in existing systems using existing software and processes.
Manages the implementation of standards and practices and long, intermediate or short-term goals and objectives for LDR IT Staff on the technical team. Recommends the selection and manages the installation and use of Information Technology products in support of IT Systems. Refines and enforces process improvement procedures and methodologies in support of areas of responsibility.
Reviews and approves requests from other IT personnel for technical migrations and installations, supervises data backups and restores, and coordinates all requests for changes for Delta production or test environments. Ensures that all requests for production are properly approved and have been thoroughly tested in test environments.
Meets with agency administrators, end users, vendors and management personnel to discuss and resolve operational problems, plans and administrative issues in areas of responsibility.
Monitors technical requests by all divisions and ensures that the team is responding appropriately. Ensures that approved requests are performed in a timely manner.
Performs all other tasks, special projects, analysis, studies, and plans as directed.
