Salary: $86,000.00 - $120,000.00 AnnuallyLocation : Port TownsendJob Type: Full-TimeJob Number: 202454Department: Information TechnologyOpening Date: 11/15/2024Description Open until filled with a first review on December 9, 2024The IT Systems Administrator consults with users and applies systems analysis techniques to supports the District's network servers, software platforms, and general IT infrastructure, including LAN/WAN hardware, voice communications, wireless systems, and related IT services. This role ensures the reliable operation of network systems, supports end users, and helps maintain robust network security and performance. This position also plays a critical role in integrating emerging technologies to meet the District's current and future IT needs. Examples of Duties ESSENTIAL DUTIES AND RESPONSIBILITES include but are not limited to the following:
  • Consults with users, and apply systems analysis techniques to determine hardware, software, or system-functional specifications. Installing, troubleshooting, upgrading, testing and supporting systems programs and applications using independent judgement.
  • Administers server applications with client or web user interfaces.
  • Understands and performs the technical skills necessary for the configuration and maintenance of complex enterprise systems.
  • Reads, interprets and applies technical publications, manuals and other documents.
  • Detects, isolates and resolves system and application problems using logical and methodical processes.
  • Serve as a technical advisor for system architecture and administration while providing technical support on complex systems design and development projects using discretion and independent judgement.
  • Demonstrates a positive customer service orientation with both internal and external clients.
  • Responds to general inquiries using effective oral and written communication.
  • Works cooperatively with other departments, Agency officials, and outside agencies.
  • Supports and maintains LAN/WAN hardware, including switches, routers, firewalls, voice systems, wireless, and other IT network-related systems.
  • Manages network-related Windows services such as DNS, DHCP, and NPS.
  • Monitors, analyzes, diagnose, and resolve issues with server hardware, operating systems, and network-related applications.
  • Provide support to end users for network, voice, wireless, VPN-related service requests, and general troubleshooting.
  • Provides technical support for audio/video conferencing.
  • Installs and maintains the District's workstations, printers, copiers, scanners and mobile devices.
  • Describes technical information to non-technical individuals.
  • Continuously monitors industry trends and applies this knowledge to the position.
  • Evaluates networking equipment and software solutions.
  • Track and manage life-cycle of all network equipment and software.
  • Performs other duties as assigned.

  • Degree in computer science, IT networking, or related discipline(s) from an accredited technical school or college.
  • Will consider a non-related college major if candidate has sufficient hands-on job experience.
  • Proficiency in Microsoft Office products, including Excel, Word, Outlook, PowerPoint, and Access; MS Exchange and Active Directory; SharePoint, etc. .
  • Any combination of education and experience that provides the necessary knowledge, abilities and skills to perform the functions of this position may be substituted for the foregoing requirements.
KNOWLEDGE, ABILITIES AND SKILLSRequired IT Systems Admin Skills:
  • Windows Desktop Administration: knowledge of current Windows desktop operating systems.
  • Windows Server Administration of current Windows Server operating systems including installation, configuration, patching, and maintenance.
  • Generalized Linux Server Administration: installation, configuration, patching, and maintenance.
  • Networking concepts such as TCP/IP, DNS, DHCP, LAN/WAN, and routing protocols.
  • Microsoft-related cloud technologies: Azure, Office 365, Exchange Online, One Drive, Teams.
  • VoIP based Phone systems.
  • Commodity Server Hardware experience.
  • Familiarity with security principles and best practices, as well as security solutions such as firewalls, encryption, intrusion detection, and antivirus.
  • Storage technologies NAS, SAN, and RAID.
  • Experience with VPN Technologies.
  • Using Enterprise Backup Systems for Disaster Recovery and Business Continuity.
  • Data center support systems and equipment.
  • Must possess a valid Washington State driver's license.
  • Self-starter with a strong desire to learn.
  • Willingness to be on-call for network outages and priority projects.
  • Ability to perform maintenance work as scheduled at night or early morning.
  • Knowledge and experience with process management and improvement techniques.
  • Ability to manage projects from concept through implementation.
  • Strong organizational, written, and verbal communication skills.
  • Strong people and customer relationship skills and the willingness to be accountable for results.
  • Maintain accurate records to facilitate accurate cost allocation and correct budget spending.
  • Actively participate in all aspects of our Safety program, including incident reporting, alerting supervisors, and following policy and procedures.
Preferred IT Systems Admin Skills:
  • SQL Server scripting.
  • PowerShell or Bash scripting.
  • Four (4) years' experience in support of Microsoft infrastructure network, including workstations, servers, and networking with a minimum of 30 devices.
  • Two (2) years of experience supporting a highly available work environment on a 24x7 basis.
Supplemental Information ADDITIONAL REQUIREMENTSMust successfully complete a standard criminal background check. A standard Monday through Friday work schedule is expected to be maintained and the incumbent may be required to work hours in excess of 40 hours per week. Responds to after-hours phone calls or call-outs, including day, night, and weekend.WORKING CONDITIONS AND PHYSICAL DEMANDSPosition requires regular and punctual attendance. Duties are split between field work and an office environment. Must be able to drive and travel around the county to work at various facilities. Vision must be sufficient to read instructions and maps as well as to complete and review drawings. Occasionally: stoop, kneel, crouch, climb, balance, crawl and occasionally lift and/or move up to 50 pounds. Occasional duties may be performed outside with exposure to inclement weather. RESIDENCY REQUIREMENTJefferson County PUD requires the candidate in this position to reside within Jefferson, Kitsap or Clallam County. The residency requirement must be met within six (6) months of hire date.NOTE: Jefferson County PUD is a Rural Utilities Services (RUS) borrower.Jefferson County PUD provides a robust benefit package to all full-time employees. Medical, Dental, Vision and Rx Insurance: Comprehensive medical, dental and vision insurance plans. The PUD pays 100% of the monthly premium, regardless of the number of dependents covered. Insurance is effective the first of the month following employment.Health Reimbursement Arrangement (HRA VEBA): HRA VEBA plan is a health reimbursement arrangement (HRA) for employees to use for qualified health care expenses of the employee and eligible dependents while employed and upon separation of employment. Employees contribute, through payroll deduction, tax-free contributions of $75 per month. The PUD contributes $50 per month.Retirement: The District is a member of PERS and participation is mandatory for employees in eligible positions. Both the employee and the employer make contributions to the PERS system. Employee contributions are made on a tax-deferred basis. New employees may choose between PERS Plan 2 and PERS Plan 3.The PUD participates in the Washington State Deferred Compensation Program (457 plan). DCP allows employees to defer a portion of their paycheck for investment for retirement similar to a 401(k). The PUD matches employee deferrals at 50 cents per dollar, up to a total match of 4% from the PUD.Paid Time Off: The PUD utilizes a PTO program. New employees are offered 20 days of PTO each year. PTO accrues at 6.15 hours per biweekly pay period. Accruals increase with longevity of service after 3 years.Holidays: The PUD recognizes 11 holidays and provides two floating holidays each year. The second floating holiday is available for use after six months of employment. Floating holidays must be taken during the calendar year in which the floating holiday is earned. At 5 years of employment, employees are offered 3 floating holidays each year and 4 floating holidays each year after 10 years of employment.Observed Holidays:

Disability Insurance: The PUD offers a short-term disability policy, beginning on the 41st hour you are unable to work, that pays 70% of your salary for up to 180 days. A separate long-term disability insurance applies after 180 day waiting period.Life and AD&D Insurance: $50,000 through Standard Insurance.Wellness Reimbursement: The PUD offers up to $300 per year in expenses related to wellness activities and items such as exercise equipment, massage therapy, gym memberships, etc.Tuition Reimbursement: The PUD encourages employees to continue their education to further their professional development.
