Job Description:

The Civilian Complaint Review Board ( CCRB ) is an independent agency charged with investigating and mediating complaints which members of the public file against New York City police officers involving the use of excessive or unnecessary force, abuse of authority, discourtesy or the use of offensive language. The Board which governs the CCRB consists of 15 members, with five members appointed by the Mayor, five members appointed by the NYC City Council, three designated by the Police Commissioner, one appointed by the Public Advocate, and the Chair is appointed jointly by the Mayor and City Council. The Executive Director is responsible for the day-to-day operations of the agency. As the largest police oversight agency in the United States, the CCRB currently investigates approximately 4,500 complaints each year, and has Mediation, Outreach and Training Units. The CCRB is also charged with operating its Administrative Prosecution Unit ( APU ) which prosecutes all cases substantiated by the Board. Job Description

The CCRB seeks to hire a Junior Assistant General Counsel to provide legal review of investigations before investigative case files are submitted to the Board for closure and to assist Senior Assistant General Counsels in providing legal advice to the Board. Additionally, the Junior Assistant General Counsel will assist in the training of investigators, supervisors, and Board Members and identify policing issues or practices that could be corrected through Board policy recommendations. The Junior Assistant General Counsel will report to the Senior Assistant General Counsels regarding legal and investigative issues. The Junior Assistant General Counsel will also assist Freedom of Information Law ( FOIL ) Attorneys manage the processing of certain requests under the Freedom of Information Law and work on special projects for the Office of General Counsel. After an initial training period, the role is eligible for a hybrid work schedule.

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills

Admission to the New York State Bar, four years of relevant legal experience, including significant exposure to criminal justice and policing issues, Knowledge of the New York City criminal justice system is preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
