GENERAL INFORMATION: The job goal of this position is to assure compliance with the State Competitive Bid Law, while deriving the greatest cost benefit to the school system; and modify and/or develop systems and procedures to improve the efficiency and effectiveness of the purchasing function. This will be handled through competitive bids for construction projects, and supplies and equipment for the entire school system, in addition to participating in the development of specifications, valuation of bids, and preparation of bid results on the MCPSS web site. This position will assist the Director of Purchasing and Senior Buyer. EVALUATION: Performance of this job will be evaluated in accordance with the provision of the board's policy on evaluation of Classified Personnel.The duties include but are not limited to:
  • Develops new and revise existing specifications for the furnishing of supplies, materials, equipment and services.
  • Locates sources for supplies, materials, equipment and services as required.
  • Invites, examines and evaluates bids, conducts bid openings and bid tabulations and preparations of bids/RFP.
  • Meets with sales representatives to discuss products.
  • Interviews sales representatives.
  • Other duties as assigned by the Purchasing Director.
QUALIFICATIONS: Must have knowledge of competitive bid process and the Alabama Competitive Bid Law/Public works Law. Must have the ability to develop written specifications which ensure appropriate quality and quantity of goods, while not unduly restricting any vendors from bidding. Must be tactful and understand the concept of selling and distribution. Should be knowledgeable of office procedures, know how to report and present data and should be able to make decisions based on data available. Must have knowledge of the principles, practices, methods and techniques of governmental purchasing. Must understand methods and techniques of developing specifications and other purchasing documents. Must have the ability to develop, revise and interpret policies, procedures, regulations and laws related to the purchasing process. Must have the ability to establish and maintain effective working relationships with school system administration and employees, other agencies, bidders and vendors. Must be a High School graduate from a regionally accredited school. Accuracy is a must. Applicant selected for this position must complete a criminal background check (fingerprinting) and submit results of a drug-screening test. PREFERRED QUALIFICATIONS: A Bachelor's degree or three (3) or more years of work experience in related field of procurement/business. SALARY: Schedule $50,210.00 **Applicants selected for classified positions must undergo (or have undergone) an ABI/FBI criminal history background check (fingerprinting administered through sites selected and approved by the MCPSS and State of Alabama Education Department) and be declared suitable and fit to teach under state law.
