An OverviewThe City of Alexandria's Finance Department is looking for a detail oriented, experienced, and collaborative Kronos Manager to join our team. This is a Computer Programmer/Analyst IV position in the Finance Department. As a member of the Office of Payroll and Pension Administration you will be responsible for accurately managing the City's time and attendance through the Kronos system, and leading the payroll team to maintain the time, attendance and leave balances of approximately 2,800 full and part time employees. In addition to bi-weekly payrolls, the Kronos Manager has an active role in the City's collective bargaining to ensure that all parties are aware of FLSA rules and City administrative regulations as they relate to time and pay. The Kronos Manager works closely with the Department of Human Resources and the Payroll team to ensure implementation of collective bargaining agreements.The Kronos Manager is responsible for maintaining the Kronos System, working with the vendor and the City's Information Technology Services team to implement upgrades and troubleshoot user issues. The incumbent works very independently in executing the bi-weekly payroll and serves as the point person for outreach and training for the City's timekeepers.The Office of Payroll and Pension Administration is a newly created team in the City, working under the direction of the City's Retirement Administrator. The team members will be expected to have technical expertise, as well as a willingness to provide outreach, education and support to the City's workforce as it relates to compensation.What You Should BringThe ideal candidate is an expert in payroll laws, procedures, calculations, adjustments and general ledger transactions, and this non-supervisory position will oversee operations, auditing and year-end processing as it relates to pay and leave. The successful candidate will be uniquely situated to help develop a new approach to compensation for employees and retirees in the City of Alexandria. The new office with be a dedicated team of professionals committed to serving the needs of employees and retirees and promoting payroll and pension awareness, by conducting both general and personalized education sessions with employees at various stages of their relationship with the City of Alexandria. The Opportunity - Examples of Work
- Maintains a working knowledge of payroll laws, procedures, calculations, adjustments, and G/L transactions.
- Investigates and resolves complex problems requiring in-depth knowledge of payroll processing, FLSA policies, and payroll-related regulations.
- Coordinates interface with the City's Tyler Munis payroll system, as well as the timely and accurate data entry of manual timesheets, direct deposit requests, and any employee-authorized deductions that the Payroll department is responsible for.
- Ensures all data processing schedules are met.
- Oversees all year-end processing including W-2 reconciliation and preparation, and the preparation of W-2s.
- Participates in committees concerning issues that may impact pay scales, leave accrual and administrative regulations related to time, attendance, and compensation.
- Provides training for customers, both payroll policy and Kronos timekeeper training.
- Works with departmental timekeepers to establish individual and department timesheets and schedules for all exempt and non-exempt employees
- Prepares liability and accrual information for the Annual Comprehensive Financial Report (ACFR) which is presented to City Council, the public, and major credit rating agencies in the country;
- Works collaboratively with the Payroll Manger and Retirement Administrator to interprets changes in Internal Revenue Service and Fair Labor Standards Act rules related to payroll, time and attendance;
- Effectively communicates with staff and leadership new practices, processes, and procedures and ensures successful implementation
- Manages the maintenance of the Kronos/UKG system;
- Responds to requests from internal and external sources; and
- Performs related work as required.
About The DepartmentThe City of Alexandria's Finance Department is a fast-paced, diverse, and customer service focused operation that is responsible for: the assessment, collection, and enforcement of all City taxes, the management of cash flow and investments, accounting for and reporting the City's financial position, processing payroll, executing a fair and competitive procurement environment, assessing all real and personal property in the City, managing the City's risk and safety programs, and managing the City's pension plans.
