Advises all agency staff on labor relations policy; administers agreements for agency bargaining units and negotiates local and supplemental agreements; researches and develops materials to reflect the agency's positions for use in responding to grievances, unfair labor practice charges, and State Labor Relations Board cases; serves as labor relations liaison for assigned agency segments of the State; serves as a Step 3 hearings officer of the grievance procedure; and provides advice and consultation on labor relation matters. Serves as labor relations training specialist for assigned areas in the Bureau of Labor Relations. Designs, develops, delivers, evaluates and conducts follow-up on group and individual training for DHS management and supervisory staff covering the full range of labor relations, contract administration and addressing unique provisions of various collective bargaining agreements in DHS, including but not limited to AFSCME, IFT, IFPE, Teamsters, Trades and INA. Establishes and maintains effective working relationships with DHS program managers, DHS training units and DCMS Labor Relations trainers in development and presentation of training programs. Serves as a full-line supervisor to subordinate staff. Travels in the performance of duties.Essential Functions* Serves as a Labor Relations Administrator, advising DHS management staff on labor relations policy matters.* Serves as labor relations training specialist for assigned areas of DHS; designs, develops, delivers, evaluates and conducts follow-ups on all aspects of labor relations and contract administration training in DHS.* Serves as full-line supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs.* Serves as third level representative for grievances emanating from the assigned area.* Conducts and/or staffs labor/management meetings for DHS.* Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.Minimum Qualifications* Requires skill, knowledge and mental development equivalent to completion of four (4) years college with courses in business, public administration, human resources, labor relations, education or a related field.* Requires prior experience equivalent to three (3) years of progressively responsible labor relations administrative experience in a public or private organization.Preferred Qualifications* Five (5) years of professional experience providing advice and consultation on labor relations matters, including disciplinary processes.* Five (5) years of professional experience with labor relation activities, including participation in negotiation of collective bargaining agreements, handling grievances, and providing contract interpretations, while utilizing ethical practices and procedures.* Possession of a master's degree in Public Administration, Human Resource Management, Labor and Employment or a closely related field of study.* Five (5) years of professional experience preparing curricula and training aids and presenting those materials to large groups.* Five (5) years of professional experience in interacting with representatives from Labor organizations regarding matters related to collective bargaining, including grievances and disciplinary actions.* Five (5) years of professional experience conducting hearings and preparing written decisions on labor relation matters for a public or private organization.* Five (5) years of professional experience in preparing for and participating in formal hearings before an arbitrator, administrative law judge, or hearing officer.* Five (5) years of professional experience providing recommendations on possible resolution or settlement agreements of labor relations matters for a public or private organization.Conditions of Employment* Requires ability to travel in the performance of duties, with overnight stays as appropriate.* All conditions of employment listed are incorporated and related to any of the job duties as listed in the job description.Work Hours: Mon - Fri, 8:30am - 5:00pm; 1-hour unpaid lunchWork Location: 100 South Grand Ave E, Springfield, Illinois, 62762Office of Human ResourcesLabor RelationsAgency Contact: ...@illinois.govPosting Group: Leadership & Management; Employee Services; Social ServicesAbout the Agency:The Illinois Department of Human Services serves families in need across Illinois.
