Examples of Duties Performed - Duties may include but are not limited to the following Performs a variety of specialized analytical procedures including chemical, microbiological, microscopic, and instrumental tests on a variety of specimens and samples using standardized methods, performance-based methods, and recognized analytical techniques. Performs assigned gravimetric, chemical or bacteriological analysis of pollutant parameters in wastewater, ground water, stormwater, biosolids, and soils according to established QA/QC requirements; verifies that analytical level quality control criteria are met; verifies accuracy and completeness of data as required for compliance with appropriate regulations per EPA, State Agencies, and other regulatory bodies.Uses, calibrates, troubleshoots, and maintains a variety of scientific and laboratory analytical equipment and instruments. Performs daily routine care of and periodic maintenance of instruments as well as investigating, correcting and documenting serious malfunctions and problems of laboratory equipment. Follow chain of custody procedures, prepare and maintain records and documentation of samples, tests and procedures; prepare reports and analyses as required. Investigates and incorporates new analytical and instrumental techniques and procedures. Performs demonstration and detection limit studies Coordinates duties with other Wastewater Division activities and personnel, City and external agencies, and/or vendors. Maintains a variety of written records, files, and spreadsheets; extracts data and develops reports; may compile and draft technical reports and trend analyses. Maintain files and records for internal, third-party, State and Federal Audits. Operates a variety of computer hardware and software systems including Laboratory Information Management System (LIMS). Researches and evaluates processes and procedures; may develop and draft procedures and guidelines. Acquires knowledge through research or training about developments and trends. May be assigned individually or as part of a project team; may participate or provide guidance in the area of expertise. Performs work in a manner that is consistent with safety policies and procedures, mitigates and corrects hazards, and performs safety inspections. Keeps equipment neat, clean and properly stored; cleans up spills in work area. May be assigned to committees in support of division, department, or City-wide activities or services. A typical way to obtain the knowledge and abilities would be:Experience:Two years of recent, relevant experience to achieve knowledge, skills, and experiences directly related to laboratory analysis in a Wastewater or Environmental Laboratory. Previous experience in a similar facility may be preferred. Training:Associate's degree in chemistry, environmental science, biology, microbiology, geology, or related area.Background:Must pass a background check. License or Certificate:Valid Oregon driver's license, or ability to obtain and maintain; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355). The ideal candidate will have the following knowledge. skills and abilities:Knowledge of:Inorganic chemistry, organic chemistry, environmental sciences, biology, mathematics, microbiology and/or other related scientific fields. Theory, principles, and procedures of quality assurance and quality control for environmental laboratory procedures and analyses. Environmental lab workflow including sample collection, receiving, documentation, preparation, and analysis Federal and state regulations related to environmental monitoring. Analytical principles, terminology, material, equipment, procedure, and techniques. Safety rules, policies, and practices. Principles and practices of wastewater treatment systems. Scientific analytical methods and processes. Rules of evidence and chain of custody. Environmental laboratory processes. Sampling methods, practices and processes. Quality Assurance/Quality Control procedures and requirements. Local, state and federal regulations related to the program area. Equipment maintenance, repair, and installation. Personal computer hardware and software systems related to the program area. Applicable tools for area of assignment. Ability to:Perform laboratory analyses. Evaluate and verify results obtained in the analytical process. Learn new laboratory techniques and procedures. Understand wastewater plant processes and systems. Operate, maintain and troubleshoot specialized equipment specific to the program area. Diagnose and correct problems with laboratory equipment, procedures, and analytical processes. Maintain written and automated records and reports; research and draft technical reports; develop and maintain spreadsheets and LIMS databases. Work independently with minimal supervision. Communicate effectively, both orally and in writing, particularly in the technical language of the specific program area. Work in close contact with wastewater including grit, sludge, and biosolids. Wear personal protective equipment. Be available and respond for emergency call-back and work shifts as assigned. Diagnose problems and troubleshoot. Uses maintenance management system software for work requests and preventive maintenance assignments. Follow instruction and procedures including emergency procedures.
