The Town has a population of 28,565 and is situated 60 miles north of San Francisco, 20 miles east of the Pacific Ocean, and 8 miles northwest of the County Seat in Santa Rosa. Incorporated as a common law city in July 1992, Windsor provides a modern, relaxed lifestyle with a growing retail and industrial center for the North County. The Town is currently on a 4/10 work schedule from Monday through Thursday, and is closed on Friday, allowing employees more time to enjoy a work-life balance. DEFINITION Under general direction, this position is responsible for supervision of the laboratory staff and the overall performance of the laboratory. The laboratory supervisor plans, schedules, assigns, and reviews the work of laboratory staff within the Public Works Department; administers, monitors, and provides technical input for laboratory facilities and equipment; maintains QA/QC program administered by the Environmental Program Manager/Laboratory Director as required by the California Environmental Laboratory Accreditation Program (ELAP), provides technical assistance to the Environmental Program Manager; performs a variety of technical and hands-on tasks relative to the assigned functional area; and performs related work as required. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Environmental Program Manager/Laboratory Director. Exercises direct supervision over laboratory staff and is a working supervisor. May exercise technical and functional direction over and provide sampling, testing and environmental program training to Town staff. CLASS CHARACTERISTICS This is a first line supervisory-level position. Responsibilities include planning, organizing, supervising, reviewing and evaluating work required of laboratory staff. Performance of the work requires the knowledge and skills pertaining to laboratory testing, certification, quality assurance, quality control and NPDES permit implementation. This classification is distinguished from the Environmental Program Manager in that the latter functions as the Laboratory Director, as defined by Title 22, Section 64817 of the California Code of Regulations to ensure compliance with the Laboratory Accreditation Program, and is responsible for ensuring regulatory compliance and developing environmental programs for the Town.   • Plan, organize, review, and evaluate analytical and operational activities of the laboratory programs that support the NPDES Permit monitoring program, wastewater treatment plant, biosolids, the Industrial Waste Program, and the Town's domestic water supply.
  • Draft, revise and implement documentation related to laboratory certification and the NPDES permit.
  • Performs chemical, bacteriological, physical, and biological analyses in accordance with standard laboratory methods and procedures.
  • Supervise and train laboratory staff, including detailed maintenance of training records.
  • Trains staff in lab safety procedures and in the operation and use of equipment and supplies; ensures that safety procedures are followed, and that safety equipment is properly used.
  • Evaluates employee performance; gives frequent, consistent, and constructive feedback; assists in selection and promotion.
  • Regularly review the laboratory quality assurance/quality control program and ensure compliance with ELAP/TNI standards.
  • Works closely with Laboratory Director to identify and implement corrective actions to improve laboratory processes.
  • Maintain detailed records, post analytical results, and prepare a variety of technical reports.
  • Calibrate and maintain laboratory equipment and perform minor repairs and coordinate additional repair work and modifications with maintenance staff and vendors.
  • Participate in budget preparation and administration, prepare cost estimates for budget recommendations, submit justifications for needed materials and equipment, and monitor and control expenditures.
  • Participate in CWEA Lab Committee meetings to stay informed about statewide regulations and updates related to laboratory operations.
  • Research and develop new methods to analyze water, wastewater, and solids.
  • Monitor new developments and equipment related to laboratory operations.
  • Support the Laboratory Director/Environmental Program Manager in related activities.
  • Implements Town policies and procedures.
Typical QualificationsQUALIFICATIONS Knowledge of:
  • Principles and methods used in complex chemical, bacteriological and physical analyses.
  • State and federal laws and regulations relating to the operation of an environmental laboratory and water and wastewater standards.
  • Sampling techniques; laboratory test development procedures; methods and processes of wastewater treatment; analytical chemistry, organic chemistry and inorganic chemistry; safe laboratory practices and procedures.
  • Principles and practices of supervising, training, and evaluating personnel.
  • Budget administration.
Ability to:
  • Keep accurate, organized records, compile data and assist in writing reports.
  • Troubleshoot technical equipment.
  • Review and interpret technical documents, chemical analysis methods, and regulatory documents.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Three years of experience in the analysis of water, wastewater, hazardous waste or other environmental samples in a modern laboratory setting to demonstrate possession of the knowledge and abilities listed above; preferably in a governmental or public agency setting. Supervisory or lead level experience is highly desirable.
  • Possession of a BS or BA degree in chemistry, biochemistry, biology, microbiology, environmental, sanitary or public health engineering, natural or physical science or a closely related field. Possession of a Masters degree in any of the previously listed fields may substitute for one year of experience. Possession of a Doctorate in any of the previously listed fields may substitute for two years' experience.
Licenses and Certifications:
  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
  • Possession of a Grade III Laboratory Analyst certificate or higher issued by California Water Environment Association (CWEA) is highly desirable.
  • Possession of a Grade I Environmental Compliance Inspector certificate issued by CWEA is highly desirable.
  • Possession of a Grade I Wastewater Treatment Operator certificate issued by CWEA is highly desirable.

PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Also, must possess mobility to work in an outdoor environment to collect wastewater treatment plant, pond, and stormwater samples, including traversing uneven terrain, climbing stairs, and other temporary or construction access points; to operate a motor vehicle and to visit various Town and sampling sites. The Laboratory Supervisor distinguishes colors while conducting a variety of chemical tests and responds to various audible alarms coming from testing equipment for the purpose of determining the completion of laboratory tests. Finger dexterity is needed to access, enter, and retrieve data using various laboratory equipment, a computer keyboard or calculator and to operate standard office equipment. It is common for laboratory personnel to stand or sit for extended periods of time with the ability to move about at will. The laboratory supervisor routinely works with biological contaminates and various hazardous chemicals requiring the use of personal protective clothing and equipment. Some lifting and moving of objects such as sample containers weighing up to 50 pounds may be required when performing laboratory analyses. Also, in connection with performing laboratory analyses, bending and stooping to retrieve samples weighing up to 50 pounds is common. ENVIRONMENTAL ELEMENTS Employees work primarily indoors in a laboratory or office setting but partially outdoors and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, vibration, chemicals, mechanical and/or electrical hazards, and hazardous physical substances, odors, and fumes.
