Salary reflects Step 1 and Step 6 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.Work Schedule: Monday through Friday, 7:30 a.m. - 4:00 p.m.Job Summary:Under general direction, to supervise, plan and coordinate the activities and operations of the laboratories within the Water Quality Division; coordinate assigned activities with other division supervisors, outside agencies and the general public; and to provide highly responsible and complex staff assistance to the Water Treatment Manager, Water Reclamation Facility Manager, and the Water Quality Superintendent.Scope of Responsibility:Responsibility requires application of technical expertise, professional/managerial principles and judgment, within overall direction established by senior management, which affects a medium sized work unit, less than 10% of the organization, with moderate financial impact. Performs advanced troubleshooting or analysis; uses judgment to select from multiple potential alternatives. Failures and successes impact the department or functional operations, with moderate financial impact on the overall organization. Requires frequent interaction to provide detailed procedural explanations or technical responses and/or occasional contact to negotiate basic agreements, where relationships involve cooperation within the overall organization and/or directly interfacing with individual customers or vendors. Essential Duties and ResponsibilitiesSupervision
  • Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Plan, direct, coordinate and review the work plan for the water quality laboratories; meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures.
  • Inspect and verify work in progress and completed work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards, specifications and regulatory requirements.
  • Supervise the use of laboratory equipment and vehicles; ensure that tools, equipment and vehicles are safely operated, maintained, and secured and stored when not in use; schedule the service, repair, and replacement of laboratory equipment.
  • Coordinate and direct Safe Drinking Water Act monitoring, analytical testing, and reporting requirements to ensure compliance with all elements of the Safe Drinking Water Act.
  • Coordinate and direct MPDES monitoring, analytical testing, and reporting requirements to ensure compliance with all elements of the Clean Water Act.
  • Coordinate and direct analytical testing to meet regulatory requirements for the Pretreatment Program, Stormwater MS4 Program, and all other regulatory programs and permits associated with the Public Works Department.
  • Coordinate closely with plant operations staff to troubleshoot complex process and operational issues.
  • Schedule and direct performance evaluations required by State and Federal regulations to retain laboratory certification. Ensure that all laboratory quality assurance manuals and work plans are current.
  • Validate all analytical products of the water treatment laboratory for conformance with the division's quality assurance and quality control (QA/QC) policy.
Division Operations
  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs; identify resource needs; recommend and implement policies and procedures.
  • Coordinate the organization, staffing, and operational activities for the water quality division laboratories including process monitoring, quality assurance, laboratory safety, and system sampling programs; administer and supervise various sampling and analysis programs.
  • Keep current on all Safe Drinking Water and Clean Water Act regulations to meet regulatory monitoring requirements and schedules.
  • Perform the more technical and complex tasks of the work unit including ensuring compliance with state and federal regulations.
  • Implement and maintain a quality control program; maintain State and Federal certification.
  • Review, evaluate, modify, and develop testing methods and procedures; ensure compliance with water quality standards.
  • Conduct a variety of special tests, studies, and research concerning water, wastewater, or stormwater treatment; prepare special reports as directed.
  • Maintain complete and accurate records of all tests performed in the laboratory; prepare a variety of State, laboratory and operational reports and files.
  • Review laboratory reports to ensure compliance with appropriate Local, State, and Federal laws.
  • Respond to and resolve difficult and sensitive inquiries and complaints; provide general and technical information concerning water quality.
  • Perform various administrative and regulatory functions as directed.
  • Observe and report activity in and around the buildings and grounds for security and safety issues.
Financial
  • Participate in the development and administration of the water quality division laboratory budget; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor of and approve expenditures; recommend budget adjustments as necessary.
  • Requisition and maintain inventory and records of supplies, chemicals and equipment on hand and expended.
  • Provide staff assistance to the Water Quality Superintendent; prepare and present staff reports and other necessary correspondence.
Perform other duties as assigned.Qualifications and SkillsRequired Qualifications and Skills:
  • Four (4) year degree from an accredited college or university with major course work in chemistry, biology, microbiology or a related field.
  • Four (4) years of laboratory experience.
  • Must have a Class 1B or 1C Operator-In-Training Certification for Water and Wastewater Operators issued by the State of Montana or must have the ability to obtain within one (1) year of employment.
  • Must be able to pass a pre-employment drug test and a State and Federal criminal background check.
Preferred Qualifications and Skills:
  • Two (2) years supervisory experience
