Job Description:

The Springfield Water and Sewer Commission seeks qualified applicants for entry level laborer and skilled laborer positions at our Water Operations locations: West Parish Filters (Westfield), Borden Brook (Granville) and Provin Mountain (Agawam). Laborers and Skilled Laborers work as members of a crew under the direction of a Foreman. These positions are primarily outdoor positions operating machinery and performing manual labor. The successful candidates must be able to navigate outdoor uneven terrain in all weather, regularly lift and carry 20 pounds, and occasionally lift as much as 90 pounds. Our work protects public health and the environment by providing drinking water, fire protection, forest stewardship, clean rivers and streams, and wastewater treatment. Staff stationed at West Parish Filters support the operations of the water treatment plant and related water facilities and maintain the grounds of the facility. Duties may include heavy equipment operation, CDL vehicle operation , vegetation removal, tree removal, maintenance of gravel roads, carpentry, plumbing, equipment maintenance, pipe repair, snow plowing, and building maintenance. Staff stationed at Borden Brook support the operations of the Borden Brook facility and maintain the watershed to the Cobble Mountain Reservoir. Duties may include heavy equipment operation, CDL vehicle operation, vegetation removal, tree removal, maintenance of gravel roads, maintenance and replacement of drainage culverts and swales, grounds maintenance, carpentry, building maintenance, equipment maintenance, and related work. Staff stationed at Provin Mountain support the operation of the Commission's water storage facility. Duties may include heavy equipment operation, CDL vehicle operation, maintenance of water storage tanks, maintenance of transmission mains, vegetation removal, tree removal, carpentry, plumbing, valve exercising, equipment maintenance, snow removal, building maintenance, and related work. The Commission pays a premium to employees with CDL and/or certain hoisting licenses. Candidates who are offered positions will be required to complete a pre-employment criminal background check, pre-employment physical, and pre-employment drug test. Duties and Responsibilities include but are not limited to:

  • Appropriately uses and cares for tools, equipment, and materials commonly employed in work performed and general municipal construction, landscaping, and/or grounds keeping work.
  • Assists in painting, carpentry, sheet metal work, electrical work, plumbing, masonry, and other trades as needed.
  • Assists in operating, maintaining, and repairing water treatment plant machinery and equipment.
  • Performs a variety of tasks in connection with watershed, forestry management, and in the operation and minor repair of reservoir and filter equipment, buildings, and structures.
  • Operates motor equipment and vehicles from light to moderate tonnage.
A complete job description is available upon request. We are looking for candidates who have completed high school or vocational school or passed the GED/HiSET. The successful candidates will have relevant work experience, excellent communication skills, a desire to learn new skills, and an attitude of respect and professionalism when interacting with colleagues and members of the public. This is a non-exempt position with some overtime. The typical work day is 7:00-3:30 which consists of 8 hours paid time and .5 hour unpaid lunch. Starting hourly rate is in accordance with the union contract: Laborer $21.63 Skilled Laborer I $23.31; higher hourly rate for candidates with valid CDL or certain hoisting licenses Skilled Laborer II $24.96; higher hourly rate for candidates with CDL or certain hoisting licenses Successful candidates will be offered positions based on their experience and skills.
