Salary: $94,500.00 - $116,000.00 Annually Location : Kyle City Hall, TX Job Type: Full-Time Job Number: FY24-2500037 Department: Engineering Opening Date: 11/01/2024 Closing Date: 11/15/2024 5:00 PM Central General Statement Under the general direction of the City Engineer, the Land Acquisition Manager is responsible for negotiating the sale and purchase of properties to benefit the citizens of the City of Kyle. The employee will be responsible for full oversight of the purchasing of right of way and land parcels, following State laws related to the purchase and sale of land, and providing technical advice to the department(s). Essential Duties & Responsibilities
  • Purchases right of way for capital projects, remains knowledgeable on state law regarding the purchase of right of way for public projects, completes purchases and ensures compliance with all applicable laws.
  • Purchases parcels of land for city needs, remains knowledgeable about State law regarding the purchase of priority.
  • Works with the department(s) in identifying, analyzing, buying and/or selling real property, acquiring rights-of-way, easements, and temporary rights and access related to City business.
  • Initiates land purchases with technical advice and analysis, research potential purchases, manages the preparation of the appraisals, and negotiates on behalf of the City.
  • Prepares offers for City Council review and ensures all conditions for purchases are met.
  • Works with the City Engineer, Assistant City Manager, City Manager and/or designee on the sale of City owned property including the development of the process, the marketing of the property, the review and analysis of the offers and the negotiation for the final agreement.
  • Manages property records, develops and maintains a database and information system for managing the records of the various right of way, easements, and properties owned by the City, and prepares regular reports on the properties.
  • Maintains technical and statistical data and prepares reports concerning City owned properties.
  • Represents the City effectively and professionally and provides various presentations to the public and stakeholders.
  • May prepare and monitor a budget for projects to ensure compliance with financial policies
  • Performs other related work as required.
Qualifications, Experience, and/or Certifications Required
  • A bachelor's degree in business/public administration, management, finance or a related field and six (6) years related experience in real estate, contract negotiation, etc., two (2) years in a lead or supervisory capacity.
  • Experience may be substituted for education up to a maximum of two (2) years.
  • Must possess or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle vehicle insurance provider.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of:
  • Principles and practices of the sale and purchase of property;
  • State regulations regarding the purchase and disposition of right of way;
  • Research methods and technical writing;
  • Financing and loan packaging;
  • Conflict resolution and effective public relations;
  • Marketing and outreach advertising;
  • Personal computers and related software programs;
  • Applicable City policies and ordinances; and,
  • Applicable Federal, State, and local laws, rules and regulations.
Skilled in:
  • Analyzing administrative problems and recommending solutions;
  • Contract negotiation and mediation;
  • Compiling and analyzing data;
  • Use of spreadsheets, word processing, and similar data management and presentation software;
  • Establishing and maintaining cooperative and effective relationships with developers, other agencies, staff members, organizations, and the public;
  • Developing and designing effective marketing programs;
  • Oral and written communication, including public speaking and providing presentations to groups and City Council;
  • Maintaining confidentiality;
  • Appropriate and effective independent decision making; and
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS: The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The noise level in the work environment is usually quiet to moderate. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry , push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other location using various modes of private and commercial transportations; and to verbally communicate to exchange information. Specific vision abilities required for this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. Employment with the City of Kyle is contingent upon the outcome of record checks and verifications including, but not limited to, criminal history, driving records, education records, employment verifications, reference checks, and employment eligibility verifications. Selected candidates for positions will be subject to a background investigation and to pre-employment drug screen, depending on the position, may require a physical assessment upon a conditional job offer.
