DescriptionPosition: Land and Resources ManagerLocation: Sandstone, MNUnion: Non-UnionFLSA status:Exempt, Full-TimeGeneral Definition of WorkPerformsdifficult skilled technical work overseeing, developing, managing, and maintaining the County solid waste program, land use planning including shorelands and floodplain, county zoning, county Aquatic Invasive Species (AIS) program and the County GIS system, and related work as apparent or assigned. Work is performed under the supervision of the Auditor-Treasurer. Supervision is exercised over assigned staff.Essential Functions
  • Administers, interprets, and recommends changes to the County's official controls including shoreland zoning, floodplain, solid waste, and SSTS ordinances.
  • Oversees County solid waste and recycling operations including licensing, permitting, recycling, operation of two canister transfer stations, two seasonal household hazardous waste, and one recycling station.
  • Coordinates Zoning Board for public hearings and other business while ensuring compliance with applicable federal, state, and local ordinances and policies.
  • Manages the Wetland Conservation Act implementation.
  • Serves on technical panels for one watershed, one plan development and implementation.
  • Oversees the preparation and/or prepares necessary state reports to receive grants and funds for programs (SSTS/SCORE/BWSR).
  • Conducts physical inspections of properties for compliance with ordinances and develops technical reports on the findings.
  • Directs and/or serves as the county agricultural inspector.
  • Coordinates county Aquatic Invasive Species program with County and local partners such as lake associations.
  • Serves as Zoning Administrator for purposes of state statute-rule and local ordinances.
Knowledge, Skills and AbilitiesThorough knowledge of the principles and practices of environmental management; thorough knowledge of related state rules and County shoreline, SSTS, Wetland Conservation Act, and flood plain ordinances; ability to perform computations and to make recommendations on environmental and development problems and planning; thorough knowledge of GIS concepts, theories, and applications with specific understanding of relational GIS database management systems; ability to establish and maintain effective working relations with County and other public officials as well as the public.RequirementsMinimum Qualifications:
  • Bachelor's degree with coursework in Environmental Science, or related field and moderate experience in zoning, planning, environmental science, or equivalent combination of education and experience.
Special Requirements:
  • SSTS Inspection Certification within two years
