Salary: $70,274 - $79,058 AnnuallyJob Type: Full TimeLocation: Logan, UtahDepartment: EnvironmentalFLSA Status: ExemptAppointed Position: YesJob Number: 24-93Closing Date: January 30, 2025Description:Under limited supervision, directs and supervises operations that serve all of Cache County: Class I and Class IV landfills owned by the City of Logan, Transfer Station, Household Hazardous Waste Program, Waste Reduction and Composting Programs.Qualifications:Bachelors in Civil or Environmental Engineering, Environmental Health, Construction Management or equivalent is desired AND experience equivalent to five (5) years full-time in landfill operations or closely related field with heavy equipment operations AND five (5) years prior supervisory experience OR an equivalent combination of education and experience. Must possess or be able to obtain a Manager of Landfill Operations Certificate from the Solid Waste Association of North America. Must possess a Utah Commercial Driver's License (CDL) at a level appropriate to the equipment operated. Responsibilities:Directs landfill operation, maintenance, and inspection activities for State permitted Class I landfills, and Transfer Station. Manages, and inspects projects and operations to ensure compliance with applicable procedures, drawings & specifications, codes, statutes, ordinances, permits and laws. Directs Waste Reduction Programs at the landfill/transfer station: recycling, landfill mall, compost and wood waste. Directs the household hazardous waste program and the asbestos waste. Ensures effectiveness, efficiency, and growth of the programs.Hires and trains employees, administers disciplinary action and makes work assignments. Schedules vacation and compensatory time. Manages and reports budget revenues and expenditures. Compiles data and presents performance indicators for all critical reporting areas such as: sales and revenue, refuse tonnage, diversion quantities, etc.; Directs housekeeping activity to ensure a safe and neat environment for customers and employees. Makes decisions about distribution of waste; Coordinates maintenance requirements and maintains records of maintenance and repair work for all equipment; Generates ideas and makes decisions for upgrading equipment and improving operations. Makes recommendations to purchase equipment and materials. Responsible for customer relations; teaches effective landfill principles, policies and procedures; resolves customer problems and complaints referred by subordinate employees.Knowledge, Skills, and Abilities:Knowledge of principles and practices of employee supervision and training. Knowledge of equipment, methods, safety standards, industry guidelines, record keeping principles, laws, regulations for solid waste management. Knowledge of computerized scale operations, customer service, billing, and accounting procedures. Skill in management, leadership, team building, customer service, public education. Skill in supervising, training, and evaluating assigned staff. Skill in communicating clearly and concisely, both orally and in writing. Skill in using computers for management (Microsoft Office, Paradigm-scale, New World -financial) Skill in contract and project management. Ability to work in extreme hot, cold, and dusty environmental conditions. Ability to establish and maintain an effective working relationships with fellow employees and the public.
