Definition:
Under general direction of the Public Works Director, manages the level and quality of service provided by landscape maintenance contractors for the Landscape Maintenance Districts (LMD), Landscape Lighting Act Districts (LLAD), and all City owned properties.Essential Job Duties:
The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks or may perform similar related tasks not listed here.
* Collaborates with LLAD/LMD annual assessment consultant to coordinate the annual LMD/LLAD assessment process; ensures Engineer's Reports are completed accurately and in a timely manner and provides tax rolls to the county.
* Prepares and analyzes annual budgets related to the landscape districts and landscape maintenance of city properties. Presents LLAD and budget status reports to homeowner associations on a monthly basis.
* Makes presentations to the City Council and homeowner associations regarding status of funds and justification for establishing assessment levels needed to fund the landscape districts.
* Collaborates with consultants to prepare bid documents for landscape maintenance services.
* Prepares and administers landscape maintenance contracts and professional service agreements for LMD, Calabasas Lake, LLADs, City parks, public works, the City Hall campus, fire break clearance for fuel reduction, and city street tree management.
* Conducts monthly technical inspections of services with contractors in various programs including Landscape and Lake Quality Assurance Program; reviews proposed landscape enhancement plans and makes recommendations related to irrigation equipment and plant material.
* Manages water conservation including: irrigation system inspections; quality assurance program for compliance with Las Virgenes Municipal Water District (LVMWD) reclaimed irrigation procedures; irrigation controller product and program evaluation and selection; meter evaluation; and monitoring centrally controlled irrigation systems.
* Coordinates the street tree maintenance program and conducts tree inspections and evaluations in urban forestry management.
* Prepares Requests for Proposals and Requests for Bids, manages the consultant/bidder selection process, and recommends contract awards to City Council.
* Investigates and responds to homeowners associations requests for service, problems or inquiries regarding landscape maintenance service, and coordinates resolution with the contractor, homeowners association property management companies, and homeowners.
* Performs contract compliance and quality assurance for LMD, LLAD, City parks, public works, and city street trees; includes punch list follow-ups and prioritizing remedial landscape projects.
* Coordinates landscape maintenance of City parks with the division management staff.
* Performs required inspections of LMD, LLAD, City parks, and public works landscape construction projects as assigned.
* Gathers and organizes accurate records, files and plans of existing landscaping and irrigation systems.
* Supervise field inspection staff and office staff as assigned.
* Performs other related duties as assigned.
Minimum Knowledge, Skill and Ability:
Knowledge of:
* Principles and techniques of supervision and contract administration.
* Maintenance, repair and installation of complex automatic irrigation systems.
* Principles, practices and techniques of horticulture, arboriculture, turf, trees, and landscape maintenance.
* Landscape architecture.
* Administration of tree management programs.
* Grant preparation and management.
Skill and Ability to:
* Prepare and analyze budgets.
* Make public presentations.
* Administer landscape maintenance contracts.
* Manage brush clearance contracts for fuel reduction.
* Evaluate landscape plans and construction.

* Inspect and uncover any maintenance difficulties and obtain remedial action from the contractor.
Training and Experience:
Any combination equivalent to training and experience that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be a four year college degree in ornamental horticulture or five years experience in landscape management, including supervisory experience. Public sector experience preferred.
Licenses and Certificates:
Possession of a valid California driver's license required. Candidate must be a Certified Arborist; Pest application license is desirable.
