The Maine Unemployment Insurance Commission seeks a Law Clerk. The Law Clerk performs legal analysis and researches and prepares draft legal decisions, memoranda, files, and documents. Responsibilities include reviewing evidence and researching legal issues in support of decisions; drafting decisions, correspondence, and legal memoranda, and communicating with attorneys, witnesses, or other individuals related to agency matters. This is work of a legal nature providing support to an agency and individual decision makers to ensure the development of legally sound decisions and to aid in the preparation for administrative proceedings. Work is performed under limited supervision.

Primary responsibilities include:

+ Reviews and analyzes cases, researches applicable laws, and drafts decisions that are legally defensible.

+ Confers with agency senior management, decision makers, and Assistant Attorneys General and their staff in order to advise on and monitor legal matters and agency decisions.

+ Researches and interprets case law in order to prepare legal memoranda, legal opinions, orders, and/or rulings

+ Interprets and explains laws, rules, regulations, policies, and procedures in order to provide information, clarification, and understanding

+ Makes recommendations and provides assistance to the decision makers in order to assist in the decision making process

+ Provides a variety of comprehensive legal documentation and reports in order to provide draft or revised documents for review and/or signature

Skills or knowledge required:

+ Knowledge of laws, rules, regulations, policies, and procedure applicable to and enforced by the agency

+ Knowledge of legal documents, administrative procedure, administrative rules of evidence, and litigation practices

+ Knowledge of the Administrative Procedures Act

+ Knowledge of legal terminology

+ Ability to conduct complex legal research, analyze legal problems, and reach logical conclusions

+ Ability to understand, explain, and interpret statutes, administrative regulations, case law, policies, and procedures

+ Ability to review and prepare legal documents for conformance with established standards

+ Ability to organize legal facts and principles

+ Ability to communicate effectively

Minimum qualifications:

A bachelor's degree and three (3) years of paralegal or legal secretary experience - OR- an equivalent combination of education and/or experience.
