- Manages the administrative functions of the City Attorney's Office; to administer, plan and organize daily office operations and provides supervision to administrative office support staff; provides executive-level administrative support to the City Attorney and Chief Deputy City Attorney.
- Compiles Departmental budget data, monitors Departmental budget by reviewing monthly reports to ensure budgeted amounts are not exceeded and that funds are available for operating and program expenses; reviews and approves all budget transactions including purchase requisitions, payroll, travel requests and account transfers; coordinates the annual budget process for review and approval by the City Attorney.
- Investigates operational and administrative problems or complaints; reports findings and recommends solutions to the City Attorney; reviews and monitors Departmental operations and recommends course of action to City Attorney for improving efficiency and effectiveness of Departmental operations.
- Tracks and maintains database of Attorney's assignments, projects and deadlines utilizing the Law-Base client matter database; prepares work assignment reports to include time spent per assignment, completion dates, attorney assigned and contact with various Departments; prepares correspondence and reports to verify time utilized for case assignments.
- Provides administrative support to the City Attorney and Chief Deputy City Attorney; drafts correspondence, schedules and cancels meetings and appointments; answers a multi-line telephone and directs callers to the appropriate staff members.
- Prepares Board agenda items, including drafting, formatting and editing resolutions and ordinances utilizing word processing software.
- Provides assistance in trial preparations to include organizing trial exhibits and notebooks; assists with contract preparation.
- Assigns, prioritizes, and monitors the work activities of assigned support personnel; provides assistance with hiring, performance evaluations, and training of support personnel; serves as backup to assigned personnel to maintain continuity of services and operations.
- Serves as Departmental liaison for city employees, citizens and members of other agencies, answering procedural or routine legal and operations inquiries; interprets Departmental policies, rules, and regulations and refers inquiries as appropriate; responds to inquiries regarding assignments or project status.
- Conducts research to obtain information required for Department action; prepares reports and makes recommendations to the City Attorney and Chief Deputy City Attorney.
- Tracks responses to public inquiries and media requests; coordinates and ensures timely appropriate Departmental responses to requests for documents and information and for Board of Directors' action requests and inquiries.
- Serves as Departmental timekeeper by entering payroll information into the computerized financial/accounting system for all employees by coding leave time, compensatory time, overtime, and related information; prepares employee status change forms and requests for personnel; maintains confidential personnel files.
- Makes travel arrangements for the City Attorney, Chief Deputy City Attorney, and other Department staff members as required; receives, reconciles, and processes all travel related documentation and submits to Department of Finance for payment; ensures compliance with all applicable travel policies and procedures.
- Receives, reviews and processes Departmental invoices; prepares purchase requisitions; codes invoices with appropriate vendor accounts and expenses codes; enters invoices into the computerized accounting/financial system; requisitions payment of professional association dues for Departmental employees; maintains and reconciles the Departmental petty cash funds.
- Maintains inventory of office supplies and places orders as needed; maintains publications of the Law Office library of for use by employees.
- Serves as liaison for all Departmental equipment repairs and office maintenance projects; contacts vendors to schedule maintenance and repairs for Department.
- Serves as Departmental liaison relative to computer, networking and software issues; assists Departmental personnel with software and hardware problems; troubleshoots software and computer hardware problems or issues and resolves issues or contacts Department of Information Technology or appropriate vendor for appropriate resolution; provides cost and production recommendations to City Attorney.
- Attends various meetings and Departmental staff meetings to provide information to note items requiring follow-up relative to the City Attorney's Office.
- Operates an Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) system to verify and retrieve information in the performance of essential job functions.
- Establishes and maintains Departmental hard copy and computer files and records of legislative, financial, transactions, litigation and other Departmental related documents.
- Operates a computer, utilizing database, spreadsheet, document management system, specialized data base software, and word processing software in the performance of essential job functions.
- Operates a City pool automobile in the performance of essential job functions.
- SUPERVISORY RESPONSIBILITIES: Law Office Administrative Coordinator; and Paralegal(s).
Minimum Qualifications, Additional Requirements and Supervisory ResponsibilitiesThese knowledge, skills, and abilities are usually, although not always, acquired through two (2) years of college coursework in Business Administration, Public Administration, or a related area, and four (4) years of law office or legal department support administrative experience or related area to include two (2) years of demonstrated proficiency in utilizing a computer experience and one (1) year of supervisory experience. Equivalent combinations of education and experience will be considered.ADDITIONAL REQUIREMENTS:
- Must possess Arkansas Crime Information Center (ACIC) and National Crime Information Center (NCIC) Level 1 certification within six (6) months of employment and maintain certification for the duration of employment in this position.
- Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.
