Job Role Summary
The Environmental Health Liaison (EHL) is responsible for providing comprehensive state mandated case management services for children identified with an elevated blood lead level. The EHL will provide services consistent with CDC guidelines, remain current on updated guidance, and work closely with program partners to develop strategies to increase blood lead testing among the targeted population and link those clients to services. The EHL will develop methods and activities that increase public awareness and participate in community groups designed to address lead poisoning prevention in the community. Additionally, EHL is expected to work collaboratively with both the child case managers and the environmental lead inspectors.
Associated Job Duties
* Conduct home visits to families where a lead poisoned child lives to provide education on impact of lead on body, routes of exposure and possible exposure locations.
* Conduct developmental, nutritional and asthma screens on lead poisoned child.
* Complete and process healthy homes screen on homes of clients.
* Complete appropriate referrals to MCHD and/or outside agencies if necessary.
* Collect all pertinent health and medical information
* Explain and obtain signed copy of release of information, notice of privacy practices and any other required paperwork necessary to adequately execute the duties assigned.
* Maintain proper documentation in appropriate databases.
* Ensure proper retesting guidelines are met.
* Report blood lead tests to primary care physician
* Ensure all siblings in home that are less than 7 are tested.
* Maintain current on lead poisoning issues and interventions.
* Attend and actively participate in neighborhood meetings. Prepare necessary reports for use in neighborhood meetings.
* Provide educational services to citizens in the community.

* Conduct or participate in periodic surveys and door-to-door events that will be utilized to evaluate the environmental health status of the neighborhoods and communicate the results to the community served.
* Coordinate and collaborate with other Public Health Departments and other governmental agencies in a positive, teamwork fashion.
* Comply with training and practice requirements for Health Insurance Portability and Accountability Act of 1996 (HIPAA).
* Maintain knowledge of Marion County Public Health Department services and programs and communicate that information to members of the diverse community.
* Participate in public health emergency preparedness exercises and in the response to public health emergencies, as directed
* Participate in a minimum of two Health Outreach Promotion and Education (H.O.P.E.) events totaling a minimum of eight (8) hours annually
* Perform other duties as assigned.
Qualifications
Bachelor's degree required in public health or related field
Licenses/Certifications Required
Indiana issued valid and current driver's license, good driving record, current automobile insurance and access to reliable personal transportation for work purposes.
Knowledge, Skills & Abilities
* Strong verbal and written communication skills.
* Computer proficiency in Microsoft Word, Excel, Power Point, and web based.
* Self-starter capable of working independently.
* Motivated and able to shift daily work plan as priorities change.
* Effective coordinator with internal staff and key outside constituents.
* Ability to organize and prioritize work and meet strict deadlines.
Working Environment
* This is a driving position and requires a significant percent of work time to be performed outside the base office.
* Professional settings including health care entities throughout the county.
* Office time includes confined sitting, prolonged computer screen time, and steady use of hands and fingers.
* Annual health vaccinations are required as a condition of employment. Certain exemptions may apply with prior approval and documentation.
