Job Description:

This is a grant funded, benefit-eligible position with an anticipated end date of August 15, 2027, but may be extended if further funding is secured beyond the initial grant.

FLSA STATUS: Exempt - Administrative

CLASSIFICATION: Personnel System - Requires satisfactory completion of a six-month probationary period.

Purpose of Job

The purpose of this job is to establish and implement the county's Lead Hazard Reduction Program, in alignment with the requirements of HUD's Lead Hazard Reduction Capacity Building Program. Specifically, this position as Project Manager will focus on developing and implementing strategies to promote collaboration and data sharing among key stakeholders within and outside ACCGov (e.g., Planning Department, Northeast Health District, hospitals, healthcare providers, housing partners, etc.), integrating lead hazard control strategies into existing housing repair programs in Athens, Georgia, building a referral system for lead testing and abatement assistance, evaluating the proposed program, and seeking additional external funding to ensure sustainability beyond the initial 36-month grant.

Work Schedule: Monday-Friday, 8am-5pm

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Bachelor's degree preferably in Social Work, Sociology, Business Administration, Public Administration, Public Health, Real Estate, Community Development, Environmental Health/Health Science or related field and two years' experience in grant management, community development, occupational therapy, housing rehabilitation including aging in place modifications, lead hazard control, childhood lead poisoning prevention, project management, related environmental or engineering field, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Must possess a valid driver's license.

Must possess or have the ability to obtain the Georgia-Certified Lead-Based Paint Abatement Supervisor certification within first 120 days of hiring date.

Preferred qualifications: Current lead hazard abatement certification and one year of experience as a lead worker.

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Develop and implement procedures/guidelines for a local Lead Hazard Reduction Program to ensure compliance with applicable HUD regulations.

Develop and/or adapt educational materials focused on risks of lead exposure and available testing and mitigation resources, ensure materials are available to Limited English Proficient individuals and other individuals who require alternative formats, and coordinate distribution.

Assist with educational sessions and/or lead internal program staff in outreach community events to increase awareness/education on the risks associated with lead exposure, provide resources and referrals for testing and mitigation, completing Lead Risk Assessment Questionnaires, and enrolling units into the program.

Collaborate with key non-profit agencies, healthcare providers, local public school district and other entities, to orchestrate the events, help promote these opportunities among their constituents, and begin enrolling households into lead testing and abatement activities.

Assist in building local lead-certified contractor capacity through strategic activities including but not limited to orchestrating in-person trainings led by certified lead professionals.

Reviews and approves reimbursement requests from Housing and Urban Development (HUD)-funded and other funded contractors in order to ensure that program expenditures are aligned with goals and are in compliance with applicable regulations.

Accurately prepare reporting documents to HUD in a timely manner such as quarterly reporting assessments.

Monitors the activities of contractors for compliance with federal regulations and subrecipient contract. Participates in desk monitoring and on-site monitoring of contractors, subcontractors, and subrecipient organizations.

Assists with drafting departmental policies and procedures.

Attends key meeting with project staff and project partners as necessary.

Attends required in-state and out-of-state trainings and meetings.

Assists with required HUD reports and plans, including (but not limited to): Consolidated Annual Performance and Evaluation Report (CAPER), Federal Funding Accountability and Transparency Act (FFATA), Annual Action Plan (AAP), Consolidated Plan (ConPlan), and Minority Business Enterprise (MBE) report.

Assists with departmental procurement process and assists in the drafting of requests for proposals (RFPs), evaluation of proposals and management of the RFP process.

Assists with preparation of agenda items; public hearings and meetings.

Assists with the subrecipient and contractor contracting process.

Reviews and understands federal regulations and communicates understanding with applicable agencies to insure subrecipient agency programs comply with federal regulations.

Maintains records of accomplishments of agencies for consolidation into the Consolidated Annual Performance and Evaluation Report (CAPER) and quarterly reports.

Evaluates the effectiveness of programs and individual projects; prepares periodic status reports.

Analyzes a variety of socio-economic data to assess the needs of the community.

Performs other duties as required.

Knowledge, Skills and Abilities

Knowledge of lead hazard control strategies (or related home contaminants), or childhood lead poisoning prevention.

Knowledge of federal regulations governing the Community Development Block Grant Program, HOME Investment Partnerships Program, Continuum of Care Program, American Rescue Plan Act (ARPA) Program, and other funding sources managed by the Housing and Community Development Program.

Knowledge of the policies, procedures, and activities of the Housing and Community Development Department.

Knowledge of the terminology used within the department.

Knowledge of theory and practice of affordable housing and community development, current trends in the development of public-private partnerships, statistical analysis techniques, accounting and budget analysis, local policies and procedures and methods as required in the performance of duties.

Skills in interpreting contract language, performing moderately complex mathematical computations and statistical analysis.

Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.

Ability to communicate effectively through verbal and written communication with supervisors and other staff members.

Ability to deliver presentations to a wide variety of stakeholders, including: HCD staff, ACCGov departments, community members, nonprofit organizations, and elected officials.

Ability to use independent judgment in routine and non-routine situations. Ability to handle required math calculations.

Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

Ability to plan, organize and/or prioritize daily assignments and work activities.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, adding machine, copier, fax machine and typewriter. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions.
