DutiesThe Lead Human Resources Specialist:Serves as a Team Leader by communicating the organizational strategic plan, mission, vision, and integrating into the Team's HR strategies.Coordinates the Team's initiative and consensus among the Team; monitors and provides information to the supervisor on the performance of the team membersis responsible for a variety of programs and projects relating to HR data and service quality initiatives, position classification management, compensation, staffing, recruitment and diversity policies and programs.Leads and supports the Agency's bi-annual Academy recruitment and hiring. Develops, coordinates, and issues approved requirements, procedures, plans and polices for FMCSA wide implementation.Serves as an advisor to HR staff and program managers. Develops appropriate interventions for management on significant HR issues and concerns.Interprets complex legislative, regulatory, and policy guidance to prepare recommendations to leadership.The ideal candidate will be skilled in applying a range of HR concepts, laws, policies, principles and practices in order to provide expertise in critical thinking, planning and coordinating plans in the areas of classification, recruitment and placement.Requirements Conditions of EmploymentMust meet specialized experience stated in Qualifications sectionSubmit application and resume online by 11:59 PM EST on the closing dateRequired documents must be submitted by the closing date.CONDITIONS OF EMPLOYMENT:SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.GOVERNMENT TRAVEL CARD: This position involves travel. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:Experience applying advanced staffing and placement concepts and practices to consult with managers.Experience analyzing proposed HR regulatory and policy changes and preparing recommendations to staff and management.Experience using HR automated systems to query and retrieve information for reporting purposes and quality control of data for tracking recruitments and other HR inquiries.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Analysis/Decision Making: Gathering and analyzing information to make sound decisionsInfluence Negotiating: Strategies and methods used to deploy ideas to bring about effective change.Oral Communication: Communicates with supervisors, management officials and team members, assignments, program goals and objectives.Personnel and Human Resources: Personnel deals with the workforce within the HR arena and HR management deals with it from the organization perspective.Problem Solving: Finding and implementing methods and solutions to work problems.Technology Application: Desired skill for the use of various IT HR related software applications.Writing: Clear and concise communication thru writing with the use of proper word structure, grammar and punctuation.For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
