ABOUT THE DEPARTMENT: The is responsible for the operation, maintenance, repair, and construction of City-owned infrastructure and facilities and provides cost-effective, sustainable solutions for the long-term performance and delivery of these services.Public Works personnel maintain and improve streets and sidewalks, drainage and flood control, parks and recreation facilities, building spaces and grounds, wastewater collection and treatment, and manage capital improvement projects, programs, and public transit (Atascadero Dial-A-Ride).The City of Atascadero is excited to announce an open recruitment for a Lead Maintenance Worker - Street Maintenance.GENERAL PURPOSE:To perform a variety of highly skilled and specialized labor and general maintenance, repair, and construction work functions in the upkeep and care of City infrastructure and facilities. The Lead Maintenance Worker classification requires the application of highly specialized knowledge and skill in one or more areas and performs at an advanced journey level. This position performs a variety of administrative duties including the maintenance of records and statistics, supply ordering; as well as technical and supervisory work related to maintenance operations. Must be skilled in the operation of specialized vehicles, equipment, and tools used in completion of work assignments. Positions in this classification are assigned to a leadership role and are responsible for the successful completion of specialized work projects and routine assignment; for completing work tasks of an assigned work crew or maintenance function; and may perform work independently or as part of a work crew in a lead capacity with other maintenance staff or staff outside the maintenance division. May also be required to work in departments other than their primary assigned department, based on the needs of the City as required by the Department Head.Depending on assignment, positions in this classification have primary responsibility for the upkeep and maintenance of parks, streets, buildings, or other City facilities; or may be assigned to operate specialized equipment or perform a specialized function as part of leading a work crew or for work projects. Employees is this position generally provide front line work and response for maintenance of City infrastructure and facilities, including participating in standby duty and call back programs for after-hours and weekend response and emergencies; and assist in planning and leading the execution of work assignments. This position functions at an advanced journey level for this classification series and requires the application of specialized knowledge, work experience, and advanced skill to successfully perform the essential duties and responsibilities.SUPERVISION RECEIVED AND EXERCISED: Works under general supervision the Public Works Operations Manager within a framework of well-defined policies and procedures. Positions in this class may work independently on established tasks or at an assigned site. May direct and monitor the work of City employees and temporary or non-City employees as assigned in a lead capacity. Examples of DutiesESSENTIAL DUTIES AND RESPONSIBILITIES:The duties and responsibilities listed below are intended only as illustrations of the various types of work that may be performed. Duties may include, but are not limited to, the following:All duties and responsibilities of a Maintenance Worker I and Maintenance Worker IIPlans and executes work assignments including preparatory activities of fueling vehicles and equipment, calculating work quantities, purchasing materials and supplies, installing temporary traffic control and erosion/sediment control devices, and transporting materials and equipment to work sites.Oversees the work of maintenance workers while leading a work crew when assigned, including managing preparatory assignments and providing direction in the execution and completion of the work; Provides on-the-job training to maintenance workers in completion of work duties.Coordinates and inspects the work of contractors and vendors hired by the City to perform various maintenance, repair and minor construction work; monitor work progress, inspect completed work and recommend payment of invoices.Performs ongoing, routine departmental administrative tasks as needed, such as ordering of supplies, maintenance of records and statistics, and technical and supervisory work related to maintenance operations.Operates a variety of common industry and specialized vehicles, heavy and light equipment, machinery, and tools in performance of work assignments. Assists and participates in routine maintenance and repair of such vehicles, equipment, machinery, and tools. Cleans and restores vehicles, equipment, and tools after use. Troubleshoots, corrects, and repairs municipal infrastructure, equipment, and tools to ensure proper function and long-lasting performance in a cost-effective manner.Documents and records maintenance, inspections, repairs, installations, and other work activities in accordance with records retention schedules and department requirements.Participates in City special events, including preparatory work, executing road closures and parking restrictions, monitoring and adjusting facilities and equipment, cleanup, and other public works related functions in coordination with other City Department liaisons. Participates in post-event debriefings and make recommendations for improvements.Assists and participates in responding to emergencies affecting municipal infrastructure functions including storm debris clean up, traffic control, flooding, and other urgent matters.Directs, coordinates, participates in the development and implementation of goals, objectives, policies, procedures and priorities and provides staff leadership on policy planning for community and department development activities. Provides a high level of customer service to members of the public and City staff, in person, over the telephone, and by email. Follows and ensures that established operations and safety procedures and protocols are adhered to by staff.Consistently establishes and maintains effective working relationships, both within and outside the organization.Clearly communicates goals, priorities, challenges, timelines and challenges to the Public Works Operations Manager, division personnel and other key stakeholders.Exercises effective prioritization and time management skills.Performs related duties similar to the above in scope and function, as required.When assigned to Street Maintenance:Plans and executes preventative maintenance and repairs on asphalt pavements including pothole patching, skim coating, mill and overlays, routing and sealing cracks, full-depth removal and replacement, and new construction.Plans and executes preventative maintenance and repairs on concrete pavements, sidewalks, and curbs including crack sealing, joint rehabilitation, pavement sealing, removal and replacement, milling uneven joints, and new construction.Plans and executes installation and maintenance of traffic signs and posts, street name blades and hardware, and pavement markings. Plan and execute installation and removal of temporary traffic control devices for construction zones, hazard warnings, special events, and other purposes. Plans and executes the inspection, repair and construction of storm sewer pipes, drain inlets, drainage structures, culverts, ditches, curbs and gutters, and other infrastructure of the municipal stormwater conveyance system.Plans and executes the maintenance and inspection of right-of-way and boulevard vegetation and trim or remove trees, bushes and other obstacles to provide safe lateral clear zones and intersection site lines. Assists and participates in a variety of heavy construction, maintenance, and repair work in support of special parks and other public works projects.When assigned to Park Maintenance:Plans and executes turf maintenance and landscape duties in parklands and grounds including mowing and edging lawns and athletic fields, rough cutting, pulling weeds, grading, seeding and sodding, applying fertilizer and pesticides, mulching, watering plants and trees, sweeping, removing litter, trimming trees and shrubs, and clearing fallen trees, brush, leaves, and debris.Plans and executes the installation of trees, shrubs, perennials, annuals, and native grasses. Maintain planting beds and garden areas in parklands and building grounds. Assist with forestry activities.Plans and executes the maintenance and repair park and recreation facilities and equipment involving playgrounds, baseball and softball fields, basketball, and volleyball courts, athletic and security lighting, drinking fountains, fencing, site amenities, and other park equipment.Plans and executes the operation maintenance, and repair of park and grounds irrigation systems including setting clocks and controllers, adjusting and replacing broken heads and valves, and repairing irrigation line breaks.Participates in inspecting and diagnosing park and recreation facilities and equipment for unsafe and hazardous conditions. Takes notice of park activities during work assignments that may cause harm to the public or park facilities. Removes graffiti and repair damage from acts of vandalism.Oversees and performs janitorial and light building maintenance duties in park buildings and shelters including cleaning and sanitizing restrooms, stocking supplies, picking up litter, emptying trash containers, replacing light bulbs, painting, washing windows, and cleaning outdoor furniture.When assigned to Building Maintenance:Maintains and repairs City facilities, buildings, and equipment by performing a variety of carpentry, electrical, painting, plumbing, heating, air conditioning, and mechanical work.Plans and executes scheduled maintenance and repair of HVAC systems and equipment including replacing filters and belts, cleaning coils, checking fluid levels, fixing coolant leaks, and cleaning ducts and vents. Monitor, troubleshoot, and adjust HVAC control systems and thermostats.Plans and executes carpentry work and projects including rough and finish work, framing, trimming, shelving, painting, doors and hardware, office modifications, workspace setups, furniture, and a variety of other related and custom work.Maintains and repairs plumbing fixtures including sinks, toilets, faucets, dispensers, fountains, and pipes; clear obstructions from water, sewer lines, drains, and sump pumps. Performs backflow prevention device testing for City facilities; complete annual reporting.Plans and executes turf and landscape duties for building grounds including mowing and edging lawns, pulling weeds, seeding and sodding, applying fertilizer and pesticides, mulching, watering plants and trees, operating and adjusting irrigation, sweeping steps and pavements, removing litter, trimming trees and shrubs, and cleaning fountains.Oversees and performs janitorial and light building maintenance duties in City buildings including cleaning and sanitizing restrooms, stocking supplies, picking up litter, emptying trash containers, replacing light bulbs, painting, washing windows, and cleaning outdoor furniture.Other Duties and Responsibilities:Participates in the Public Works Department's Standby Duty and Call Back programs for after-hours and weekend maintenance, repairs, and emergencies.Keeps maintenance facility and work areas in a safe, clean, and organized condition.Plans, executes and participates in internal and external safety and certification training.Assists with responding to citizen requests and complaints, including investigating various matters.Performs other duties and responsibilities as apparent or assigned, including assisting and participating in essential duties of other maintenance areas.Typical QualificationsDESIRED MINIMUM QUALIFICATIONS:Education and Experience:High School Diploma or GED equivalent; andFive years of responsible experience in skilled, semi-skilled, and general labor performing maintenance, repair, construction, or other similar job-related tasks on public infrastructure and facilities;Or,Any equivalent combination of education, training, and experience to demonstrate the knowledge, skills, and abilities necessary for the satisfactory performance of the job requirements.Necessary Knowledge, Skills, and Abilities:Thorough knowledge of the methods, techniques, and procedures used in public works operation, maintenance, repair, and construction, including the proper use of equipment, tools, and materials.Advanced working knowledge of proper safety procedures and precautions used in public works construction and maintenance activities and operations.When assigned to parks maintenance: extensive knowledge of turf and grounds maintenance, gardening, landscaping, athletic and recreation facilities, operating and repairing irrigation systems, playground safety, and building janitorial and grounds keeping.When assigned to streets maintenance: extensive knowledge of work zone traffic control and safety, repairing asphalt pavements and concrete, traffic signs and pavement markings, drainage principles, and general trench safety.When assigned to building maintenance: extensive knowledge of building construction, heating/ventilation/air conditioning, carpentry, plumbing, electrical, lighting, painting, hardware and locks, building janitorial, and grounds keeping.Skill in: operating the listed tools and equipment used in assigned maintenance area; basic use of office equipment; assessing in-field conditions and problems and determining workable solutions to resolve them with limited supervision.Ability to: supervise and train assigned work crew; plan and calculate needed materials, equipment, and labor for jobs and projects; communicate effectively orally and in writing; keep accurate records; work on-call and participate in rotating standby duty schedule; meet the physical requirements necessary to safely and effectively perform required duties; establish and maintain effective work relationships with those contacted in the performance of required duties.Possess excellent customer service skills using tact, judgment and discretion and have a flexible, approachable, and friendly demeanor.SPECIAL REQUIREMENTS: Possession of valid California Class C Driver License and a satisfactory driving record.Possession of a valid California Class A or B Commercial Driver License and a satisfactory driving record for personnel assigned to streets maintenance (or the ability to obtain within 12 months of hire).Possession of a valid Qualified Applicator Certificate or License (QAC/QAL), Category B, issued by the California Department of Pesticide Regulation for personnel assigned to parks maintenance (or the ability to obtain within six months of hire).Possession of a valid Backflow Prevention Assembly Tester Certification (accepted by San Luis Obispo County), or the ability to obtain within six months of hire.Pursuant to California Labor Code Section 3211.9, service is essential in times of extreme emergency or disaster.
