Position Lead Medicaid and Medicare Facilitated Enroller Division Nassau Suffolk Hospital Council Description The Nassau-Suffolk Hospital Council based in Hauppauge, NY, is seeking a full-time Lead Medicaid and Medicare Facilitated Enroller. Reporting Director, Health Insurance Programs, the position holder will work directly with the Director to provide leadership support such as preparing trainings, shadowing new hires, and preparing schedules. The position holder will also be responsible for providing application assistance to special populations for enrollment into government sponsored health insurance programs throughout Nassau and Suffolk counties. This includes assessing the healthcare needs of the applicant and identifying the program that best fits their needs as well as acquire the proper documentation that will best support their application.This is a grant-funded position, with the possibility of renewal yearly. The salary range for this position is between $66,000.00 and $70,000.00 annually. Payrate offered will be based on the successful candidate's relevant experience, knowledge, skills, and abilities and in consideration of internal equity.Key responsibilities include but are not limited to:
  • Maintain certification as a NY State of Health CAC each year by attending annual NYS webinar training sessions during the months of July through October; total of approximately 25 hours of company-paid online training each year; failure to complete training within the time-frame will result in loss of NYS certification; if there is a loss of certification, you will be required to re-take the mandatory, company-paid 15-hour certification training with NY State Department of Health and complete course requirements, which includes passing all certification tests.
  • Assist director in preparing and presenting group trainings for enrollment staff to keep them current with all state and local rules and requirements of the following programs: Medicaid, Medicaid Buy-In for Working People with Disabilities (MBI-WPD), Medicaid Spend-down, Medicare Savings (MSP), Medicaid for Institutional Care in a Nursing Home, and online enrollment in the NYSOH.
  • Assist director in providing technical assistance to enrollment staff who have questions and/or difficulties in completing Medicaid applications; help enrollers trouble-shooting complex cases in director's absence.
  • Assist director in training newly hired enrollment staff, including those who are hired to provide Medicare Telephone Outreach Assistance. Shadow new enrollment staff at community site locations and provide hands-on assistance as they conduct enrollment activities in a community setting.
  • Assist director in handling complex calls to the main line with regards to obtaining application documents, eligibility, etc.
  • Assist director in completing office schedules that correspond to monthly enrollment site calendars.
  • Provide application assistance at enrollment site locations to special populations for enrollment into government sponsored health insurance programs throughout Nassau and Suffolk counties for the following programs: Medicaid, Medicaid Buy-In for Working People with Disabilities (MBI-WPD), Medicaid Spend-down, Medicare Savings (MSP), and Medicaid for Institutional Care in a Nursing Home.
  • Interact with applicants at assigned sites in the community, office, and by phone; work independently at enrollment site locations; schedule follow-up appointments with applicants as needed; arrive on-time to all sites to be prepared when enrollment sessions are scheduled to begin.
  • Instruct eligible applicants about Medicaid managed care and how to access benefits in a managed care environment; provide applicants with information about their right to appeal their eligibility decisions to the local departments of social services; provide them with documentation to help support their appeal.
  • Maintain data of all applications started in the internal data tracking system of NSHC; monitor applications until completion; provide case notes on a regular basis to document all work performed on the case.
  • Monitor all applications started and submit within the required timeframes; late submissions will result in coverage being delayed and/or denied for an applicant.
  • Process and complete a minimum of 25 paper applications per month for aged, blind, and disabled populations, and their families.
  • Process and complete a minimum of 30 applications in the NYSOH online marketplace for all populations, including those being transitioned from the local DSS office (paper applications) to the NYSOH (online applications).
  • Provide outreach as assigned to increase overall enrollment that will help all staff meet grant productivity deliverables (i.e., postcard campaigns, letter writing, staff occasional health fairs, document your outreach and assistance work using the CHA forms - 10 per month)
  • Maintain confidentiality of information contained in the application packet for government sponsored health insurance programs, as well as information contained in supporting documentation; secure all applications and documents in locked cabinets and safeguard keys; HIPAA and yearly internal information security training sessions must be attended, and protocols must be followed as specified by HANYS.
Qualifications
  • Bachelor's degree with 2-3 years' experience in public health insurance preferred; High school diploma or GED with one year's experience in human services required. An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.
  • CAC certification with NYSOH preferred
  • Bi-lingual in English and Spanish preferred
  • Role requires daily travel within Nassau and Suffolk Counties (up to 60% of work time is spent outside of office); reliable transportation is required and the ability to maintain a flexible work schedule of 37.5 hours a week with routine evenings and occasional weekend hours.
  • Proficiency in Microsoft Office (Outlook, Word, Excel) and compliance with information security
  • Ability to process and synthesize information and make decisions independently.
  • Ability to communicate succinctly through writing and verbal communication.
  • Ability to handle adversity productively and be able to tolerate stressful situations.
  • Possess effective time management, organization, and planning skills; be able to meet all deadline requirements.
