SUMMARY OF DUTIES: Individuals in this role will act as a Master Scheduler for the Gateway Program managing the integrated master schedule comprised of the project schedule milestone. Individuals will develop and update project milestone schedules, dashboards, and performance reports to enable efficient and effective project delivery. This individual is responsible for using existing enterprise tools, systems and work processes to drive effective planning and control across the Gateway projects. ESSENTIAL FUNCTIONS:
  • Supports Gateway Program Director in development of integrated master scheduler for all Gateway Program projects.
  • Reviews all executed Gateway project agreements to extract, document, and track timely commitments from both Amtrak and project partners
  • Reviews all executed Gateway project contracts to extract, document, and track contractual milestones and Amtrak commitments
  • Implement monthly schedule review meetings with Gateway project controls teams to actualize monthly activities, review milestone completion dates, and proactively identify potential schedule milestone variances.
  • Monitor and update Gateway Program project milestones supporting the integrated master schedule.
  • Work with Gateway project controls teams to collect necessary schedule update information to comply with Amtrak's Enterprise Program & Project Management and Capital Delivery requirements.
  • Supports continuous improvement schedule management processes and develops strategies to enable timely project delivery across all elements of the program.
  • Develop reporting mechanisms, dashboards, presentations, and Program-level performance indicators to enable strong program management and executive level decision support.
  • Supports and participates, as needed, on cost management and risk management initiatives to further support successful development and delivery of Gateway Program projects.
  • Decision rights:
    • Responsible for all activities detailed above, while gathering input from relevant parties (e.g., Program Directors, Project Controls Managers, Project Directors, Construction Managers) and receiving approval from Gateway Program Director on any areas impacting program-level commitments and milestones.

MINIMUM QUALIFICATIONS:
  • Demonstrated project controls, schedule management, and reporting experience
  • Experienced SharePoint, Microsoft Office products, Power BI/Access and Primavera user
  • Strong focus on collaboration, team building, and customer service
  • Effectiveness working diplomatically across teams with varying objectives.
  • Strong oral and written communication skills across all levels
  • Ability to organize and present program-level schedule reports
  • Strong experience with Project Controls management relating to scheduling, cost estimating, cost management, risk management, and reporting.
  • Minimum 6 years of relevant work experience with a Bachelor's degree in engineering, architecture, construction management, or related field or any equivalent combination of education and work experience
  • PMP in good standing or ability to obtain within 12 months •Must have work authorization in the United States.
  • Strong working knowledge of Microsoft Excel, Access, PowerPoint, and Project.
  • Strong written and verbal communication skills.
  • Strong planning, organizational, and time-management skills.
  • Strong comprehension and critical thinking skills to support agreement reviews
  • Strong focus on collaboration, team building, and customer service.
  • Familiar with multi-discipline railroad infrastructure (track, electric traction, communications & signals, structures, stations, and facilities).
PREFERRED QUALIFICATIONS:
  • Understanding of various delivery strategy contract types (i.e. Design-Bid-Build, Design-Build, Construction Manager at Risk) and critical milestones of each
  • Past schedule management experience representing a railroad owner of capital construction projects
  • Understanding of the design and submission review process, preferably as it pertains to an active operating railroad environment.
  • Familiar with critical milestones in the planning, design, procurement, construction, testing/commissioning, and close-out phases of each project
WORK ENVRIORNMENT:
  • Office building environment.
  • Work in cubicle setting; stand, sit, bend, twist, use file drawers.
  • Sit at computer to complete assignments, projects, and majority of tasks.
  • Ability to work under pressure.
  • Occasional travel as needed.
  • Position is a hybrid role with two days in the office.
COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills. The salary/hourly range is $94,300-$122,256. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
