Work requires frequent and regular contact with customers both inside and outside of direct reporting relationship. The purpose of the contact is to address specific issues and/or general policies.Distinguishing FeaturesAn employee in this class uses advanced training and development skills to plan, organize and facilitate a variety of learning and development programs, activities and initiatives for Guilford County Government departments and staff. This employee performs independent, complex work with emphasis on assessing the continually evolving needs of County employees for professional growth, learning and development; planning and employing resources to meet those needs and facilitating and/or coordinating learning and development programs and initiatives. - Manages staff development for the county; conducts needs assessments, plans, implements, coordinates, delivers, and evaluates learning and organizational development programs.
- Collects, compiles, analyzes, and presents the data from learning participants to gauge effectiveness of courses.
- Designs and maintains records of learning efforts, including individuals enrolled and completing each course and master data on courses offered, dates, number of enrollees, and other relevant information.
- Maintains inventory of HR Department audio-visual equipment.
- Provides input and recommendations for learning and organizational development budget as requested.
- Oversees the Learning and Organizational Development budget.
- Assists other County Departments with learning and development functions as requested .
- Provides learning recommendations and leads County-wide learning initiatives.
- Determines training requirements through trend analysis and assists departments with developing learning curriculums and obtaining training services.
- Serves as the lead administrator of the Learning Management System (LMS) for the HR team.
- Develops and administers professional development opportunities, including pre-supervisory, supervisory, and leadership development.
- Trains and updates staff to obtain optimum effectiveness and application of knowledge, skills, and abilities.
- Coordinates with external organizations and sources to offer professional development opportunities via e-learning, video streaming and other sources.
- Researches best practices and technologies available for ways to better enhance learning effectiveness.
- Ensures quality of program materials, methods, and presentations for areas of responsibility; identifies and develops programs and processes to meet the needs of the employee and organization.
- Acts as liaison to research and select outside consultants and trainers to conduct training in specialty areas when outsourced learning would best serve our employees.

Typical QualificationsMinimum Qualifications
- Bachelor's Degree in Human Resources, Organizational Development, Education, Sociology, Psychology, or Business or related field.
- 5+ years of experience related to adult education in developing curricula, presentation skills, coaching, data analysis, and management.
- 1+ year managing others or demonstrated ability to lead others.
Preferred Qualifications
- Master's Degree in Human Resources, Organizational Development, Education, Sociology, Psychology, or Business or related with four years of management level employment work experience.
- 4+ years of directly related experience in preparing and delivering training programs, along with an Association of Talent Development (ATD) certification.
- Proficient with Microsoft Office Suite, particularly PowerPoint, Word, and Excel.
