Job Description:

The Deputy Chief Counsel of the Real Property Division seeks a motivated individual to assist with various tasks related to Real Property issues. This position requires the application of laws, regulations, and policies to facilitate the efficient handling of estimated just compensations (EJC), as well as reviewing forms and legalities, filing petitions, motions, and briefs in common pleas court, appellate courts, administrative dockets, Environmental Hearing Boards (EHB), and Public Utility Commissions (PUC). In addition, you will perform legal research and compile, analyze, and present pertinent information to aid in legal recommendations and procedures. In this position, you will be responsible for the preparation and examination of legal documents essential for the estimated just compensation (EJC) process and the declaration of taking process, as well as maintaining updated records in databases. You will assist in the disposition process and facilitate the circulation of agreements for review regarding form and legality by the Office of General Counsel (OGC) and the Attorney General (AG). Your duties will include legal filings, conducting research, preparing cases, and providing general litigation support for hearings, trials, and appeals. Additionally, you will draft pleadings, discovery requests, memoranda, and briefs, while also supporting an attorney with research, witness coordination, document management, and trial logistics.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A Juris Doctor degree from an American Bar Association accredited law school;
  • Three years of professional experience in legal research and analysis, and a bachelor's degree;
  • Five years of legal research and analysis experience including three years at the professional level, and an associate's degree;
  • An equivalent combination of experience and training which includes two years of professional experience in legal research and analysis.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
