This position exists to protect the health, safety and wellbeing of people served by programs licensed by the Mental Health, Substance Use Disorder and Children's Residential Services Unit by:
- Conducting licensing reviews of multiple license types for compliance with relevant statutes and rules.
- Conducting licensing investigations of multiple license types for compliance with relevant statutes and rules.
- Serving as lead worker on licensing reviews.
- Serving as lead worker on licensing investigations.
The Licensor II will be assigned to one of the following subunits:
1) Mental Health and Children Residential Facilities Subunit:
o MN Rule 2960: Shelter, Transitional, Group Residential Facility (GRF). GRF with MH Certification, GRF with SUD certification, Restrictive procedure certification, and locked setting certification;
- 245A.26 CRF Crisis Stabilization Services - certification that can be added to CRF MH and CRF Shelter
o MN Rule 2960 Psychiatric Residential Treatment Facility variance;
o MN Rule 36: Residential Programs for Adults who are Mentally Ill
- Category I
- Minnesota Security Hospital Variance for the Forensic Mental Health Program;
o MN Rule 26: Sexual Psychopathic Personality Programs;
o MN Statute 245I: Uniform Service Standards
- 245I.23 - Intensive Residential Treatment Services and Residential Crisis Stabilization

**Minimum Qualifications**

Three (3) years professional experience in a regulatory or compliance position or involved in the development and implementation of mental health or substance use disorder treatment planning in a Department of Human Services (DHS) licensed or certified organization that provides services to people with substance use disorder and/or mental health or youth in children residential facilities.
Experience must demonstrate the following:
+ Knowledge of DHS Statues and Rules governing substance use disorder, mental health or youth in children residential facilities.
+ Ability to organize, prioritize and schedule multiple tasks and priorities.
+ Knowledge of technical writing skills
A Bachelor's degree or higher in Human Services, Social Work, Sociology, Psychology or a related field may substitute for one (1) year of professional experience.
**Preferred Qualifications**
+ Knowledge of current methodsofdeliveringservicestovulnerableadults,children,andothersreceivingservicesin programslicense and/orcertified by Department of Human Services (DHS).Thisincludeshaving experiencein providing treatment services in children's residential treatmentfacilities mentalhealth orsubstanceusedisorder, substance usedisordertreatment programs,withdrawalmanagement, ormentalhealthtreatment services.
+ Experience in leading the operations of a licensed mental health or substance use disorder treatment program or children's residential facility.
+ Experience training and providing leadership to direct care staff, including developing, implementing, monitoring, investigating and evaluating outcomes and program effectiveness.
+ Licensed as a Mental Health Professional or Alcohol and Drug Counselor.
+ Skilled in interviewingandinvestigativemethodologies.
+ Knowledge of state protocols and tools used to conduct licensing reviews and investigations.
+ Abilityseparate factsfrom opinionsand withholdpersonaljudgementwhen needing tomakea decision based on regulatory authority.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
