Job Title Lieutenant Full Time/Part Time Full Time FLSA Exempt General Job Description
This is a supervisory position responsible for coordinating the objectives of the administration of the University Police Department and the law enforcement efforts within the areas under the control and jurisdiction of The University of Texas (UT) System. Provides responsible administrative, supervisory, and enforcement skills in the commissioned law enforcement services of The UT System. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Assistant Chief of Police.
Essential Job Functions
1. Plans, organizes, assigns, and supervises departmental activities including the enforcement of criminal law, Rules and Regulations of the Board of Regents, and the conduct of subordinates.
2. Checks performance, appearance, and conduct of subordinates.
3. Provides guidance and direction to staff on policies, procedures, and rules and regulations.
4. Receives and relays directives, assignments, and special orders to subordinates.
5. Makes evaluations and analyses concerning accomplishments of departmental goals and objectives.
6. Observes and evaluates departmental operations for efficiency and effectiveness.
7. Prepares and reviews various reports and makes recommendations.
8. Performs line inspections.
9. Develops and administers training programs.
10. Investigates circumstances surrounding violations of law and university regulations and policies.
11. Conducts investigations, writes reports, and recommends appropriate actions.
12. May be required to perform direct law enforcement activities, including preventing or suppressing crime and making arrests.
13. Confers with university administrators, faculty, staff and students, and other law enforcement, court and governmental officials on matters of mutual interest.
14. Prepares work schedules and assigns overtime; approves the use of vacation leave.

Required Knowledge, Skills, and Abilities
The individual must possess the following knowledge, skills, and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation.
1. Ability to successfully pass an approved promotional process administered by the Office of the Director of Police.
2. Must have the physical and mental capabilities to properly carry out responsibilities and duties as a commissioned police officer of The University of Texas System.
3. Knowledge of, or the ability to learn, system, university, and departmental policies and procedures.
4. Thorough knowledge of and ability to apply supervisory methods, personnel management and evaluation, and planning and coordinating.
5. Knowledge and skills in emergency medical procedures, first aid, and CPR techniques.
6. Skill in all phases of duties performed.
7. Ability to demonstrate proficiency in the operation and safety procedures of all equipment utilized by the University Police Department necessary to perform assigned duties.
8. Ability to communicate effectively in oral, written, and interpersonal forms.
9. Ability to demonstrate logical and effective problem solving.
10. Ability to provide credible testimony in a court of law.
11. Ability to work outdoors exposed to the weather.
12. Ability to be on-call and work either day or night on any shift with varying days off and on holidays.
13. Ability to obtain a Texas driver's license, SFA permit, and van certification prior to employment.
14. Physical condition adequate to permit full performance of duties.
Physical Demands
Ability to perform essential job functions; duties involve driving, walking, running, standing, stooping, climbing, crouching, pushing, jumping over, pulling, carrying, reaching above head, lifting, lowering, hand-wrist and elbow motion, grasping, and holding. Good physical condition and vision, ability to hear and speak and full use of arms and legs.
Required Education
A minimum of 90 credit hours accrued from an accredited institution of higher education is required. Possession of Intermediate Certification from the Texas Commission on Law Enforcement Officer Standards and Education is required.
Required Experience and Training
Must be currently serving as a UTSP sergeant who has completed probation (following promotion) successfully and either five years of UTSP experience or three years of UTSP service and two years of service in another full-service law enforcement agency as a full-time commissioned peace officer. Must hold a Peace Officer Commission issued by The UT System.
Preferred Qualifications
Possession of Advanced and Instructor Certification from the Texas Commission on Law Enforcement Officer Standards and Education is preferred.

This position is eligible for participation in the Teacher Retirement System of Texas (TRS) retirement plan, subject to the position being at least 20 hours per week and at least 135 days in length.
