In this role, you manage the Public Works Lighting Improvement Districts (LID) and Public Improvement Districts (PID). - Assist with the strategy and management of the yearly budget for assigned PIDs and all LIDs, including entering the five-year business plan in GovMax.
- Submit annual Non-Ad Valorem tax files for the Truth-in-Millage (TRIM) Notice to the Property Appraiser and Tax Collector's Offices.
- Calculates annual ad valorem & non-ad valorem assessment rates for all assigned PID & LID.
- Yearly notification, permit issuance, and payment processing of the Mira Mar Parking Permit Program
- Serve as the APWA Accreditation Manager for the Public Works Department and as a member of the APWA Accreditation Coordination Team.
- Assist with policy review coordination, including Business Practices (BP) and Standard Operating Procedures (SOP)
- Respond to Contact Center (311) calls for all assigned PID & LID-related inquiries, and residential streetlight outages and submit them to FPL.
- Budget Custodian for the Siesta Key Village Public Improvement District (SKV PID), Casey Key PID, and all Lighting Improvement Districts (LIDs).
- Monitor all expenditures, projections, and encumbrances for assigned budgets.
- Coordinate with county departments for advertising, board items, and related activities.
- Oversee and approve all quotes, invoices, and internal billing.
- Implement ordinances and resolutions necessary to establish, amend, or abolish lighting districts and assigned public improvement districts.
- Review new petition requests for assigned districts.
- Facilitate coordination of new proposals with relevant stakeholders.
- Coordinate with stakeholders to develop or implement new District boundaries if eligible and advise petition requirements to property owners.
- Draft and assist with Board of staff reports, memos, and eBAR and eCAR items related to assigned PIDs & LIDs.
- Oversees the replacement of hardscapes and tree replacement and coordinates with the manufacturer and the Siesta Key Village Maintenance Corporation (SKVMC) for quotes.
- Monitor FPL billing and maintain all FPL accounts for Public Works.
Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.
About YouMinimum Qualifications: - Associate's degree from an accredited college or university AND three (3) years of job-related experience.
- OR- Bachelor's degree in an accredited college or university AND one year of job-related experience.
- OR- Five (5) years of professional-related experience can be substituted for the degree at management's discretion.
- A valid Florida Driver's License at the time of hire.
Preferred Qualifications: - Knowledge or experience with County codes about ordinance or resolution preparation.
- Familiarity with the Municipal Codes for PIDS (110-10) and utility billing.
- Knowledge of state, municipal, and local regulations (i.e., Municipal Services Taxing or Benefit Units (MSTU & MSBU), amortization of schedules, and budgeting).
