Job Description:
Liquids Operations Manager Texas International Terminals is looking for a Liquids Operations Manager to join our company in Galveston, TX. The Liquids Operations Manager is responsible for safely managing liquids and processing activities and personnel. This includes the coordination of product receipt, processing, storage, and shipments to meet customer requirements.
  • Ensure operation is executed in a safe, environmentally sound and efficient manner.
  • Responsible for staffing the operation to execute daily activities while maintaining cost sensitivity within budget requirements.
  • Physically present daily in the field providing crew supervision, training, coaching, crew development, discipline, recruitment, hiring, and terminations.
  • Ensure timely and cost-efficient receipt, production, storage and shipment of refined and bulk liquid products.
  • Update product forecasts, production matrix, and on-stream availability with customers.
  • Manage production, storage, and marine customers' communications.
  • Prepare and manage annual expenses and Capital budgets for Board approval.
  • Approve invoices and ensure accurate plant accounting.
  • Prepare monthly reports-inventory, production, safety, compliance, and cost forecast.
  • Assist the terminal security officer; maintain USCG MTSA and TWIC requirements
  • Ensure pipeline integrity management, damage prevention and public awareness requirements are met.
  • Assist with all regulatory compliance and audits to include DOT, TCEQ, USCG, and EPA.
  • Coordinate and administrate all emergency, preventive and contract maintenance.
  • Manage, coordinate, provide leadership to and evaluate work of liquid and process operations personnel.
  • Administer recordkeeping which includes shipping and receiving documentation and product quality, shrink, and inventory records.
  • Train and develop operators and office personnel in appropriate skill in their areas to maintain safe operations.
  • Assume responsibility for all facility safety requirements, which include: 1) coordinating all inspections and maintenance of safety equipment, 2) monitoring operator and contractor safety habits and maintenance procedures, 3) actively participate in training exercises with area first responders and emergency personnel.
  • Ensure compliance with all Federal, State, and local regulations.
  • Assist in troubleshooting at terminal.
  • Responsible for the safe handling of various marine fuels, crude oils, and refined products. This includes storage, pipeline operations, truck loading, and marine operations.
  • Additional duties include SOP development and training, PSM, RMP, DOT, and environmental recordkeeping, terminal troubleshooting, and design modifications.

  • Accurately forecast and plan staffing and maintenance activities to operational requirements while managing to an established budget.
  • Ability to quickly and accurately troubleshoot equipment and processes and provide critical thinking in times of operational upset.
  • OSHA, EPA, TCEQ, MTSA, and Rail/FRA experience, awareness, training, and certification.

Qualifications
  • 12+ years demonstrated success in safely overseeing and managing liquid operations.
  • Must have or be able to obtain a TWIC card.
  • Must possess and maintain a valid US driver's license.
  • Must pass all pre-employment testing including a drug test, physical and background check.
Physical Demands:
  • Candidates must be able to work in confined spaces and be capable of climbing ladders, scaffolds, and working at heights.
  • Must be able to perform work wearing PPE including but not limited to rain gear, chemical protective clothing, supplied air and air purifying respirators, safety harness, FRC, hard hat, ear plugs, safety glasses, etc.
  • Respiratory protection fit-testing, pulmonary function testing, and fit for duty exam if required.
  • Candidates must be able to lift and carry up to 50 lbs., unassisted.
  • Will be working M-F, normal day shift, eight hours, and overtime required as needed.
