Job Description:
* Note: this position will receive a Cost of Living Adjustment (COLA) increase of 6.55% which is not reflected in the salary listed in this posting. The effective date of the increase is January 1, 2025 and will be paid in the February 1, 2025 paychecks.
The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
The agency is comprised of three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. Revenue generated from these programs helps support state and local government programs.
This position is with the Distilled Spirits Program, which oversees the distribution and sale of distilled spirits in the state. The Distilled Spirits division centrally purchases, warehouses, and distributes distilled spirits to Oregon's independently operated liquor stores.
The position is based at our Milwaukie, OR headquarters office. Please note that this office will relocate from Milwaukie to Portland, OR by the end of 2026.

Here's what you will do:
As a Liquor Licensing Technical Assistant, you will provide technical and policy support for Liquor Licensing staff. Duties include:
* Providing support and assistance to Special Events Licensing and Service Permits and training for licensing and regional staff
* Working with technicians, policy analysts and management on the identification, development, and implementation of processes, procedures, policies, training materials and/or software/data system troubleshooting to continue to support implementation of continuous improvements within the unit., including creation and review of quality control processes and internal audits of workflow
* Providing direct support to and training to licensing and regional staff, licensing manager, licensing director and technicians
* Providing direct customer service and technical assistance to external partners, licensees, and applicants
* Creating presentations, writing and editing reports, standard operating procedures, criterion reports, and/or other materials that support the goals and priorities of the liquor licensing unit
* Updating Liquor Licensing documents, both internal and public-facing documents, and website content

Minimum Qualifications
* A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills of the position
OR
* Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the position
Preferred Skills
* Excellent writing skills
* Experience in creating presentations, drafting meeting notes, manuals, and forms
* Skills in editing reports for both grammar and content accuracy
* Demonstrated ability to explain rules and procedures to internal and external customers
* Experience in training others on systems, rules, and policies
* Skills in data review, research, and analysis
