Salary: $20.82 HourlyLocation : Xenia, OHJob Type: Full TimeJob Number: 24-00143Department: Sanitary EngineeringDivision: AdministrationOpening Date: 10/09/2024Closing Date: ContinuousDescription INTERNAL APPLICANTS WILL BE GIVEN FIRST CONSIDERATION PURSUANT TO A COLLECTIVE BARGAINING AGREEMENTUnder direct supervision of the Inspection Supervisor,is a duly appointed representative of Greene County who is responsible for the enforcement of the Greene County Regulation and Specifications to ensure the quality of construction of utility related projects.WORKING HOURS: 7:00 AM - 3:30 PM (Monday - Friday) Posted until filled. Duties/Responsibilities (These duties are illustrative only. Incumbents may perform some or all of these duties or other job-related duties as assigned.) Developmental level in the inspection occupation under the general supervision of the Inspector Supervisor requiring working knowledge of underground utility installation techniques and related equipment in order to locate, mark, and record underground utilities. Reviews and sorts Ohio Utility Protection Service (OUPS) locate requests to determine if response is necessary, conducts research of underground utility records, operates motor vehicle, visit field locations, field locate existing underground water mains, sanitary sewers and their respective service branches and appurtenances using engineering drawings and technical equipment, removes manhole lids and meter pit lids in order to investigate and/or attach various equipment to field mark precise location, records field locations of utilities, performs download of data using computer and maintains data base of location requests. Maintains a professional manner when interacting with both internal and external customers. Complies with workplace health and safety standards; wears required personal protective equipment; promptly report unsafe conditions; complies with all departmental, county, state, federal policies/procedures/regulations and laws. Assists Inspectors and/or county staff with technical investigations, inspection and testing, assists customers with questions and/or problems, compiles reports for necessary action. Inspects backflow installations, meter settings, water and sewer connections to ensure compliance with county regulations. Inspects all pipes, manholes, valves, hydrants, reinforcingsteel, concrete, gravel bedding and backfill as they arrive on the job site (i.e., checks for quality and compliance with specifications); inspects grinder pumps; checks for correct pipe grade, location of sanitary lateral and water service per homeowner or developer's request; makes out a daily worksheet which is measurement of the work produced by the contractor; records the measurement of pipe between all fittings and takes offset measurements; inspects the construction site to ensure that all easement agreements reached between the homeowner and Greene County are met by the contractor; ensures that all utility lines are kept in service both to the property owner and the utility companies; coordinates road crossing/closing signage with the municipality that has control of the right-of-way and easements. Studies public work project plans, contract documents, regulations and specifications to ensure contractor compliance; takes pictures and makes video recordings of existing properties and pavement within the right-of-way, along the alignment of the new pipe to be installed; attends project preconstruction and progress meetings.Oversees the air, vacuum and mandrel testing of sanitary mains, laterals and manholes; oversees the pressure and leakage testing of water mains, services and fire hydrants; gathers bacteriological samples for laboratory testing to comply with requirements of Ohio Environmental Protection Agency (OEPA) and to determine system integrity (quality of materials and installation). Performs other duties of a similar nature or level as assigned. Minimum Qualifications High School Diploma or General Equivalency Diploma (G.E.D.); 12 mos. of experience in sanitary sewer and water main construction; valid Ohio Driver's License. -OR equivalent of Minimum Class Qualifications For Employment noted above may be substituted for education and/or experience required. Education and Experience may not be substituted for mandated licensure/certification.PREFERRED CERTIFICATION: Ohio Class I or II Distribution Certification;Ohio Class I or II Collection Certification. Supplemental Information EQUIPMENT USED:Including but not limited to: pick-up truck, metal detector, video recorder, transit/level, utility locator, electronic calculator, copier, telephone, County mobile unit; safety equipment, snow removal equipment, and any other equipment needed to perform the job duties.PHYSICAL REQUIREMENTS:Climbing, Balancing, Stooping, Kneeling, Crouching, Crawling, Reaching, Standing, Walking, Pushing, Pulling, Lifting, Fingering, Grasping, Feeling, Talking, Hearing, Repetitive Motions. VISUAL ACUITY:The worker is required to have visual acuity to determine the accuracy, neatness, thoroughness of work assigned (i.e., custodial, food services, general labor, etc.) or to make general observations of facilities or structures (i.e., security guard, inspection, etc.). WORKING CONDITIONS:The worker is subject to: both environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, and atmospheric conditions. MEDIUM WORK: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
