Phillips 66 & YOU - Together we can fuel the future The Loss Control Specialist will work closely with and receive work direction from the Manager, Global Measurement & Loss Control and/or its Directors in support of the overall Commercial Business Unit. This position will enable the Global Loss Control (LC) group to provide data capture solutions and LC performance tools that identify and resolve measurement and reporting errors and quantify quality downgrades in receiving/delivering Marine Vessels, Terminals, and Pipeline systems utilized by Phillips 66 Company and our customers. In addition, the role will respond to requests from LC, Commercial, Refining, Midstream, Renewables, Specialties, and Finance Accounting for LC Voyage Analysis Modules, Custody Transfer Quantity and Quality data and LC Inventory Gain/Loss and value-add performance metrics. The role will be knowledgeable in Commercial supply, trading, and scheduling activities, as well as in Company and Industry measurement procedures, standards and guidelines. Responsibilities May Include
  • Support the Commercial M&LC Pipeline & Terminals group to develop and ensure functional excellence in the following areas:
    • Provide centralized M&LC support for Commercial commodity groups and operations.
    • Develop, implement, and oversee P66 facilities custody transfer measurement Best Practices & Procedures for Refineries, Marine, Pipeline, and proprietary and third-party Terminals. Develop these best practices into a measurement assurance program under the guidance of Loss Control Directors.
    • Issue, negotiate, and resolve Product/Inventory Loss Claims on behalf of Commercial commodity groups and operations.
    • Contribute to Industry Consensus Standards Development
    • Provide M&LC support on Terminal & Pipeline contractual reviews/negotiations and related functional reviews; to include appropriate measurement, loss/gain, and claim settlement language.
    • Develop, coordinate, and present M&LC information and data to optimize commercial terms for the Commercial commodity groups.
    • Identify marine/terminal/pipeline operations and risk management opportunities and minimize Product contaminant(s) handling costs.
    • Provide crude quality support to understand and resolve quality issues.
    • Identify, support, and implement various Supply Chain & Global Logistics business transformation initiatives to deliver significant value.
    • Work collaboratively with internal/external stakeholders to successfully resolve loss situations within the Phillips 66 Company.
    • Audit internal and external facilities against accepted Industry and Phillips 66 Company standards/contractual agreements.
    • Maintain a collaborative relationship between Phillips 66 Company Commercial (Marine, Schedulers, Traders, Analysts), Finance (Inventory Accounting, FTZ control), Refining (Loss Control representatives, Business Managers, Schedulers), and Midstream (Terminal Personnel, Accounting, Measurement and Projects, etc.).
    • Provide support for M&LC Business Systems & Optimization Tools such as SharePoint, LiveLink, LC Web Pages, Inspection & Lab Services, Pricing Tool, etc.
    • Provide technical guidance for the design, installation, and operation of all Phillips 66 measurement and sampling equipment, including proprietary and third-party Terminals.
Required Qualifications
  • Legally authorized to work in job posting country
  • High School Diploma or GED equivalent
  • 5 or more years of experience in Liquid Hydrocarbon Measurements - (Lease/Pipeline/Terminal/Refinery/Marine), and general technical Loss Control support/independent Inspection Procedures & Downstream Commercial Operations
  • Job will could require 30-50% travel for assessments
Preferred Qualifications
  • Bachelor's degree in Business, Engineering, Supply Chain Management, or relevant field
  • 2 or more years of contracts measurement review and development experience
  • Ability to manage conflict, and persuade/facilitate resolution
  • Ability to adapt to changing work environments and make continuous improvements
  • Ability to set, manage, and meet multiple and competing priorities
  • Basic knowledge of petroleum market commercial fundamentals including general understanding of contract terms and condition(s) risks
  • Understanding of downstream operations, supply chains and value drivers
  • Ability to technically and fundamentally analyze factual data to recommend action to stakeholders (traders, schedulers, S&TA management, Marine, contract administration and settlements, and RM&T management)
  • Physical fitness to perform field audits and witness marine custody transfers
  • High degree of personal drive and dedication to achieve personal/ team goals and objectives
  • Capable of influencing others to achieve desired results and common objectives
  • Strong organizational skills that include experience with keeping detailed records and initiating communications of project schedule, status and deadlines
  • Good negotiation skills
  • Effective written and verbal communication skills
  • Proficiency with applications for word processing, spreadsheets, SharePoint, LiveLink, etc.
  • Working knowledge of Marine, Pipeline, & Terminal custody transfer operations and procedures
  • Working knowledge and participation in API MPMS/ASTM, standards development organizations
