ABOUT THE DEPARTMENT

The Department of Support Services includes the following Units: Personnel, Purchasing, Mail Services, and Risk Management.

The Personnel Unit manages programs designed to attract and retain the best employees for County government. These programs include recruitment, labor relations, employee grievances, maintenance of job classifications, county-wide training, and the storage and maintenance of all employee personnel records.

The Purchasing Unit provides professional purchasing expertise and support for all County departments to help them acquire and dispose of materials, supplies, and equipment in the most economical and efficient manner possible. County-wide contracts are also administered in this unit.

The Mail Services Unit performs mail related services available to County departments, including picking up and delivering of interdepartmental mail as well as outgoing and incoming mail.

The Risk Management Unit administers and funds the County's insured and self-insured programs that include workers' compensation, liability, vision, malpractice, fire, personal property, faithful performance bonds, and others. The funding is provided by charges assessed against other County departments, special districts, and current and former employees who benefit from the department's programs.

ABOUT THE POSITION

Mail Clerk I: Under general supervision, to perform a wide variety of duties in the proper and efficient operation of the County mail system; collect, sort, and deliver interdepartmental mail; collect and process outgoing U.S. mail, process UPS and special shipments; pick up, sort, and deliver incoming U.S. mail as required; drive a County-owned motor vehicle to pick up/deliver mail; and to perform related work as required.

Mail Clerk II: Under general direction, to independently perform a wide variety of duties in the proper and efficient operation of the County mail system; collect, sort, and deliver interdepartmental mail; collect and process outgoing U.S. mail, process UPS and special shipments; pick up, sort, and deliver incoming U.S. mail as required; drive a County-owned motor vehicle to pick up/deliver mail; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

Mail Clerk I is the entry/trainee level within this classification series. It differs from the Mail Clerk II in that incumbents at the II level are experienced and expected to handle assignments with a minimum of supervision. Employees in this class receive in-service training and are given detailed instructions in the performance of routine duties related to the collection, distribution, and processing of County and U.S. mail and packages either on foot or by driving a Count-owned motor vehicle, depending on distance and the nature of the delivery.

Mail Clerk II is the journey level within this classification series. Incumbents at this level are experienced and expected to handle assignments with a minimum of supervision. This position requires the collection, distribution, and processing of County and U.S. mail and packages either on foot or by driving a County-owned motor vehicle, depending on distance and the nature of the delivery.

Duties may include, but are not limited to, the following: Sorts, weighs, classifies, and meters incoming and outgoing mail, parcels, and inter-departmental mail as applicable for appropriate County departments; signs for certified, postage due, and all other mail; loads and delivers mail, parcels, and inter-departmental distribution according to route plan and time schedule; processes special categories of mail such as bulk, presort, and other categories of mail; operates folding machines, mail inserter, and machines utilized by the Mail Room; prepares courier tubs with U.S. and inter-departmental mail; maintains Mail Room areas; delivers mail to the Post Office and may pick up mail from Post Office; may operate a County-owned vehicle; keeps records of postage used; and performs other related duties as assigned.

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Basic office practices; modern office equipment including computers; alphabetical and numerical filing methods; basic arithmetic; traffic laws and the safe operation of a motor vehicle in all weather situations; proper techniques for dealing with members of the public, in person and over the telephone; safe and efficient utilization of equipment and supplies in the workplace.

Ability to: Read and comprehend department regulations, postal requirements, equipment operating manuals, work orders, and other similar technical information; follow oral and written directions; read and interpret road maps; lift and move heavy objects; organize and prioritize work assignments; maintain accurate records of actions taken; establish and maintain cooperative working relationships with those contacted in the course of work; maintain confidentiality of information.

These requirements are typically attained with graduation from high school or equivalent GED certificate.

Depending on the provisions of the California Public Employees' Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62.
