This is a full-time position located in Augusta. This opportunity allows partial telework with management approval.
Core Responsibilities:
As the Maine Responds Volunteer Coordinator, you will manage Maine CDC's volunteer emergency medical workforce in compliance with both state and federal statutes. You will be part of the Maine CDC team who plans and coordinates public health emergency preparedness and response activities during times of declared and non-declared emergencies. Your primary role will be to ensure the operational readiness of the Departments medical volunteer registry system to deploy volunteer health professionals. The successful candidate will develop and maintain relationships with all public health emergency preparedness and response stakeholders as well as local and community emergency management, emergency medical services, health care facilities, and others. This position requires working in a team environment so you should be comfortable working in a team approach.
As a key member of the public health emergency preparedness team, your core responsibilities will include:
* Consulting and coordinating with Maine CDC staff as well as internal/external partners to develop and improve Maine's readiness to respond, with a particular emphasis on the management of systems for the operational deployment of volunteer health professionals.
* Developing emergency response manuals that define staffing models for the Departments volunteer workforce.
* Developing and conducting training, exercises, and drills; including follow-up and corrective action according to established federal training protocol and guidelines for medical volunteers.
* Preparing written reports and summaries of volunteer activities for federal grant reporting purposes.
* Conducting an evaluation of the programs and services delivered by volunteers and implementing improvements as necessary.
* Developing, administering, and reviewing policies and procedures to guide volunteer services.
* Developing and implementing effective strategies to recruit the right volunteers with the right skills.
* Evaluating risks associated with each volunteer position and taking appropriate action to control the risks.
* Ensure that volunteers work in a safe, healthy, and supportive environment in accordance with all appropriate state and federal statutes.
Minimum Qualifications:
A Bachelor's Degree in Public/Community Health, Health Administration, Health Sciences or Health Education; Public Administration, Government, Social Work, or a closely related field and three (3) years professional experience in the planning, development, coordination and/or evaluation of health programs or services -OR- an equivalent seven (7) year combination of education, training, and experience.
Preferred candidates will also have:
* Experience managing or coordinating volunteers in real-world emergencies or drills and/or exercises
* Familiarity with all hazard's disaster planning using the Incident Command System (ICS)
* Completion of FEMA trainings including IS-100, IS-700, and IS-800
* High attention to detail and ability to track and maintain deadlines
* Outstanding oral and written communication skills required.
* Must demonstrate leadership qualities and the ability to be a champion for the health care preparedness program
