Job Justification: In our mainframe team (CPPS) we support multiple mainframe applications including but not limited to hundreds of programming objects behind the scenes. CPPS system interfaces with several external agencies for data exchanges, feeding into and driving some of crucial processes and transmitting data feeds into many agencies. The mainframe systems, our CPPS team supports is critical to Civil Service Exams portfolio, that is one of the most revenue generating areas for our City. This (CPPS) team is a key player for developing, maintaining, and providing 5 days a week type of production support for the intricate systems. The umbrella of systems compromised of (APPS) Exam Applications, Scoring Calculations, (LIST - phase between APPS and CERT behind the scene) Eligible Civil List Establishment System, (CERT) Certification of Civil List System, (PRISE) Personnel Processing System, Citywide Reference Data Maintenance System, Cross System Global Name & Address and SSN Maintenance System, (CEEDS) Citywide EEO System, (PICTS) Investigation System, Commodity Line Item (CLIPS) Processing System. The job requires day to day communication with the end user up to the Deputy Commissioner level, providing Business critical services, providing solutions to complex issues. There are close to 10,000 programming objects and hundreds of batch jobs with various frequencies such as Daily, Weekly, Monthly, Quarterly, Annual, Biennial, and hundreds of on request jobs, for the CPPS systems. The family of systems were developed in the 80s using hard to maintain Mainframe technology using ADABAS/NATURAL, COBOL, SAS, REXX and over the years have bridged to distributed platform technology using Secure FTP, IPSWITCH, WinSCP, Mail Merge, ACCESS, SQL Server just to mention some. Recently, the team also inherited CLIPS system last year, adding to an already overloaded group with over 3000 programming objects, hundreds of jobs/processes, and several interfacing systems. To balancing the workload among the CPPS team members.SCOPE OF SERVICES The candidate will be responsible for the following service and tasks. In collaboration with the team, the candidate will be responsible for reviewing and analyzing the current feature sets of the systems to establish a strategic development plan, work closely with the team lead to prioritize tasks effectively, involves participating in system analysis, design, and requirements sessions as needed, provide solutions through development to enhance application functionality using various tools. And also support and maintain the system by troubleshooting and resolving bugs. Additionally, engaging with business users and key stakeholders to identify and develop functionality based on specified requirements and design changes, collaborate with the project team to gather best practices and guidance from the business team, aiming to integrate and enhance methodologies and user experiences to ensure that user needs are met, conduct user research to uncover critical insights. Furthermore, deliver operational support and requested features, conducting thorough testing to ensure optimal performance of these features. TASKS: Review and analyze current feature sets with team to identify development strategy Work with team lead to prioritize work Participate in system analysis, system design and requirements sessions as needed Provide solutions through development to application functionality with various tools Provide support and maintenance in troubleshooting and fixing bugs Work with business users and key stakeholders to develop functionality based on requirements and design Engage with project team to gather best practices and guidance from the business team in an effort to integrate and improve methodologies and user experience. Discover what users need by conducting user research and unveiling critical insights. Deliver operational support and features as requested, and conduct testing to ensure optimal performance of said features Participate in daily, weekly and on demand meetings as needs arise MANDATORY SKILLS/EXPERIENCE Note: Candidates who do not have the mandatory skills will not be considered. Must have at least 5 years of hands-on development experience in Mainframe, ADABAS/NATURAL, JCL, TSO and Utilities Strong written and spoken communication skills Candidate must have strong interpersonal skills, Team Player, and Dynamic Thinker Detailed technical understanding of data and technical database design Develop Ad-hoc reports, extracts and processes using ADABAS/NATURAL and JCL Full software lifecycle experience from requirements thru implementation and production support Experience developing functional and technical design documents from business requirements Proven at least 5 years' technical experience in Mainframe applications customization and support. DESIRABLE SKILLS/EXPERIENCE: Experience in system and data mapping and conversion preferred Experience with COBOL, SAS, REXX, CRM, .NET may be helpful SPECIAL REQUIREMENTS: N/A Ability to work and support multiple projects at any time.
