This role will involve supporting TxDOT offices around the state to train users on data entry in the Maintenance Management System, provide quality control oversight of data, and produce various reports and metrics on performance. The position will typically allow for 3 telework days per week, with up to 40% travel based on business needs. Position Description Transportation Specialist II Provides technical expertise and coordination for transportation programs involving multiple design and/or building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Transportation Specialist III Provides technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Transportation Specialist IV Provides high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Essential Duties:Transportation Specialist II
- Travels to districts and maintenance offices to train staff on MMS software data entry and reporting and understanding of MMS maintenance activities.
- Performs data collection and evaluations to ensure statewide maintenance data is entered accurately and data quality issues are mitigated quickly.
- Researches and evaluates data, interprets and analyzes results, prepares reports and utilizes dashboards to support statewide maintenance operations.
- Prepares and makes transportation-related presentations at various conferences and meetings
- Represents the Department at various meetings, including office managers, business service coordinators, contract specialists, and district maintenance administrators.
- Performs other job responsibilities as assigned.
Transportation Specialist IIIAll of the above and
- Trains staff statewide on maintenance contract distribution and proactively seeks to mitigate data quality issues.
- Serves as technical member in implementation of MMS software upgrades and in recommending enhancements and bug fixes.
- Performs other job responsibilities as assigned.
Transportation Specialist IVAll of the above and
- Coordinates and supports lead worker in scheduling statewide training for MMS software use
- Investigates new methods of data entry, inspection, use of mapping tools, and reporting/dashboards and trains statewide staff in these areas
- Performs other job responsibilities as assigned.
Minimum Qualifications:Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications Experience: Transportation Specialist II - 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. Transportation Specialist III/IV - 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle. Competencies:
- Training in a classroom, office, or field environment
- Roadway maintenance, inspection and data collection methods and procedures
- Materials used in highway/bridge construction and maintenance
- Quality assurance and control processes and procedures
- Analyzing and organizing business and technical data
