This position is responsible for supervising the maintenance, modification, overhaul, repair and installation of parts and equipment at the City's pump stations. Major Duties
  • Supervises, establishes, prioritizes, assigns and reviews work orders.
  • Remains available after hours to assess maintenance concerns and emergencies and to address customer complaints; provides assistance to work crews after working hours. On call every third weekend and some holidays.
  • Calculates time sheets for payroll.
  • Inspects and monitors jobsite activities; inspects work; helps resolve problems; performs safety inspections; reassigns crews in the event of emergencies.
  • Obtains price quotes from outside vendors and prepares purchase order requisitions.
  • Compiles CIP for maintenance and operations of the pump stations and plants.
  • Logs and tracks work orders for water and sewer plants and assigns necessary repairs.
  • Manages contacts with outside vendors for repairs City personnel cannot perform; manages projects with outside vendors.
  • Assists in employee selection, disciplining, and termination;
  • Trains and supervises maintenance mechanics on the repair of complex circuitry at the pump stations.
  • Performs other related duties as assigned.
Knowledge and Qualifications
  • Knowledge of complex electrical and mechanical systems in the pump stations and water tanks.
  • Knowledge of the safety procedures pertaining to the repair and maintenance of pump stations in the City's utilities system.
  • Knowledge of the methods and practices of high level maintenance and repair issues at pump stations and plants.
  • Skill in the use of such tools as hand tools, welding tool, chain saws, cutting torches, lathes, and office equipment.
  • Skill in the maintenance and repair of pump stations.
  • Skill in operating such equipment as gear puller, crane truck, bucket truck and trencher.
  • Skill in management and supervision.
  • Skill in oral and written communication.
MINIMUM QUALIFICATIONS:
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.
Supplemental Information PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee in this position to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently/repeatedly required to stand; walk; use hands and exert forces needed to handle various types and sizes of tools, equipment and objects; reach with hands and arms and perform elevated work for periods of time; climb ladders and balance; climb into vehicles and equipment; stoop; kneel; half-kneel; squat; crouch; or crawl; and talk; or hear. The employee is occasionally required to sit. The employee must frequently lift, push, pull and/or move more than 100 pounds. An employee in this position will have successfully passed a Functional Prework Screen administered by a professional and impartial third party specialist. SAFETY SENSITIVE: This position has been identified as safety-sensitive. The employee in this position will be part of a random drug testing pool. The methodology for choosing the random test subjects is handled by an outside, impartial, third party vendor. WORK ENVIRONMENT: The work is typically performed in an office and outdoors. The work exposes the employee to noise, dust, dirt, grease, machinery with moving parts, hazardous chemicals, noise, inclement weather and possibly infectious diseases. The work may require the use of protective devices such as masks, goggles or gloves. SUPERVISORY CONTROLS: The Collections Manager assigns work in terms of goals and objectives. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results. GUIDELINES: Guidelines include state and federal statutes, National Electric Code, NC Building Code, NC Plumbing Code, Green Book, city policies and procedures, and standard safety practices. These guidelines require judgment, selection and interpretation in application. COMPLEXITY: The work consists of varied duties in supervising the installation, repair, and maintenance of pump stations. The need to respond to after hours emergencies contributes to the complexity of the work. SCOPE AND EFFECT: The purpose of this position is to supervise the maintenance and repair of the pump station systems for the city. Successful performance helps ensure an efficient and effective water distribution system for the city and compliance with federal and state regulations. PERSONAL CONTACTS: Contacts are typically with co-workers, state and federal regulatory personnel, vendors, contractors, other city employees, and the general public. PURPOSE OF CONTACTS: Contacts are typically to exchange information, provide services, resolve problems, and motivate personnel.
