(HRHT). The successful candidate will serve as Maintenance Operations Manager (MOM) for the 24/7 tunnel operations which includes the Hampton Roads Bridge Tunnel (HRBT) and Monitor Merrimac Memorial Bridge Tunnel (MMMBT). In this role, you will be responsible for the effective management of resources, incidents, and personnel to ensure the efficient administration of tunnel operations (i.e. Traffic Management and Physical Plant Control Rooms, Bridge Tunnel Inspection Stations, Bridge Tunnel Wrecker Services and Tunnel Safety Service Patrol Program).This position will work mostly afternoon and overnight hours to support the second and third shift and operations. This position is designated as essential; all duties associated with this position are required during emergency situations which may include, but are not limited to, inclement weather, disaster response and emergency operations. VDOT will determine when essential positions are required. In addition, the successful candidate will be required to be available to work shift schedules to include:flexible hours, days, nights, weekends, and/or holidays.Additional responsibilities include:Operations:Demonstrate strong leadership and management skills through appropriate planning and implementation of appropriate processes, procedures, and policies for people management, administrative, budgetary, and operational responsibilities. Knowledge and ability to successfully administer a variety of programs and resources designed to support the management of VDOT facilities, operations and incidents.Human Resources:Administer Human Resources programs, policies, process and activities (Talent Acquisition, Salary Administration, Compensation, Workforce Development/Training, Employee Relations, Recognition); provide accurate documentation for all personnel related actions in accordance with Agency policies and ensure compliance with all federal and state laws.Workforce Development:Coordinate, direct, and evaluate performance of staff involved in a 365/24-hour operations. Ensure staff are trained and equipped for both field response and control room operations. Develop subordinates by providing timely, accurate feedback, assessing developmental needs; provide appropriate coaching, guidance and corrective action.Budget and Procurement:Develop operating budgets for submittal. Direct the effective planning of work activities, equipment requisitions, stock and other purchases. Monitor Operations budgets and make timely and appropriate adjustments in a timely manner. Maintain a small purchase credit card.Emergency Response:Respond to emergency situations and assume the role of VDOT Incident Commander as required, develop incident action plans, allocate resources, communicate with external stakeholders and ensure compliance with Commonwealth of Virginia Executive Order 102, VDOT Emergency Response Standard Operating Procedures, Virginia Work Area Protection Manual, and other guidance documents.Safety:Routinely demonstrate safety behaviors as well as advocate and practice safety in everyday work activities. Performing and promoting all safety policies. Demonstrates and routinely practices safety behaviors as a condition of employment.Minimum QualificationsExtensive management experience in a large, multi-site, (Preferably in a multi-faceted 365/24-hour operations).Ability to work flexible, rotating shifts to effectively manage a 365/24-hour operation.Knowledge of and experience with administrative and supervisory principles and practices.Demonstrated ability to plan, instruct, supervise and implement policies and procedures in a dynamic, emergency operations oriented environment.Demonstrated ability to communicate effectively orally and in writing with diverse audiences.Demonstrated ability to prioritize and communicate multiple assignments and meet deadlines.Demonstrated ability to coordinate, direct and evaluate performance of staff involved in 365/24-hour operations.Demonstrated ability to respond effectively and timely to emergency situations and assume leadership responsibility in incident management.Skill in the use of computers and software applications.Ability to plan, instruct, supervise, interpret and implement policies and procedures (including Virginia State Code).Valid driver's license.Additional ConsiderationsExperience managing a team in a 24/7 rotating shift operationExperience working in a large scale facility or critical infrastructure facilities operationsKnowledge of and experience with the National Incident Management System (NIMS)Special InstructionsYou will be provided a confirmation of receipt when your application and/or r sum is submitted successfully.
