Salary : $67,724.80 - $103,896.00 Annually Location : Rosenberg, TX Job Type: Full Time Job Number: 21-00179D Department: Utilities Opening Date: 09/10/2024 Closing Date: 10/6/2024 12:00 AM Central POSITION SUMMARY Organize and coordinate the day-to-day activities of staff engaged in the installation, maintenance, repair, expansion, and relocation of water production, water distribution and wastewater collection facilities. Maintains systems and equipment by completing preventive maintenance schedules for restoring, repairing, rebuilding, or replacing faulty or inoperative components and parts. Benefits Overview

ESSENTIAL FUNCTIONS
  • Selects, supervises, and evaluates assigned staff
    • Prioritize and assign work, establishes work rules and performance standards, and maintains a healthy and safe working environment
    • Conducts performance evaluations, and initiates and implements disciplinary actions as warranted
    • Provides for the training and motivation of staff in order to make full use of individual capabilities and to meet changing system demands
  • Performs regular inspections of job sites and workmanship to ensure quality and performance standards are being met
    • Observes and enforces all safety requirements involved in construction, maintenance, and repair of the city's water and wastewater systems, including but not limited to, confined spaces, trenches, vehicle, equipment and machinery operations, compressors, traffic control, and use of pneumatic tools and other power tools
    • Manage various work order requests, prioritize projects and schedule work crews
    • Ensures all rules, regulations, and policies of the city and department are followed
    • Reports and documents any damages within state law requirements and standard operating procedures
    • Responds to emergency situations to resolve immediate safety concerns
    • Maintains annual fire hydrant flushing and inspection program, scheduling of repairs and record keeping that complies with established ISO standards
  • Assists the Utilities Director with the planning, coordination, and supervision of the Utilities Department and its related services, tasks, equipment, and projects
    • Assists the Utilities Director in organizing, conducting, and documenting recurring or scheduled safety meetings
    • Assists in preparing new and update existing Standard Operating Procedures
    • Oversees the maintenance and replacement of tools and equipment ensuring the availability of equipment in safe operating condition
    • Responsible for maintaining and keeping secure, and adequate inventory of parts and supplies
    • Performs required On-Call supervisor duties
  • Review plans and specifications of drawings to ensure proper utility line installations
    • Record field measurements of water and sanitary sewer main lines, taps, valves, hydrants, manholes, cleanouts, and coordinate database map
    • Assists in overseeing department budgets to maximize expenditures and ensuring proper use of monies
    • Estimates materials and equipment needed to complete work projects to ensure timely completion of projects
    • Prepares documentation such requisitions and purchase orders to provide written support
  • Excellent organizational skills and the ability to independently manage multiple projects simultaneously; ability to delegate work appropriately to assigned team support specialist and work within a team environment.
    • Ensure that all projects are delivered on-time, within scope, and within budget
    • Measure project performance using appropriate systems, tools, and techniques
    • Perform risk management to minimize project risks
    • Establishes work rules and performance standards, annual performance evaluations, and implements disciplinary actions as warranted
    • Maintains a safe working environment by establishing and enforcing organization standards
    • Assigning and monitoring work, implementing productivity standards, and resolving operations problems
  • Receives and responds to customer requests or complaints
    • Investigates issues and recommends and implements resolutions and improvements
  • Must be able to work the allocated hours of the position and be willing to report for duty on short notice at any hour of the day or night
  • Performs other duties as required or assigned
  • REQUIRED QUALIFICATIONS
    • High School Diploma or successful completion of the General Educational Development (GED) Test
    • Five (5) years paid full-time responsible experience in utility operations, repair, and maintenance
    • Two (2) years paid full-time experience in a supervisory role
    • Experience or training using a personal computer with Microsoft Office software
    LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
    • Class C Texas Driver License
      • Reliable transportation and liability insurance
    • Class B Water Distribution License from the Texas Commission on Environmental Quality (TCEQ)
    • Wastewater Collection Class III License from the Texas Commission on Environmental Quality (TCEQ); or the ability to obtain the certifications within two (2) years of employment
    • Appointment will be conditional upon successful completion of the following pre-employment checks:

    CITY OF ROSENBERG SUMMARY OF EMPLOYEE BENEFITSPART I: INSURANCE The City of Rosenberg offers health and life Insurance to all full-time employees with eligibility beginning on the first (1st) day of the month following date of employment. The City has implemented a premium incentive deduction for all employees enrolled in the City's health insurance program, who have not used tobacco products in any form in the past three months and continue to not use tobacco products.     (5) LIFE AND AD&D INSURANCE: The City automatically provides Basic Life Insurance for all eligible employees at no cost. Basic Life Insurance is $25,000 with no option to add additional coverage. The benefit is paid to your beneficiaries in the event of your death. (6) LONG TERM DISABILITY: The City provides employees with Long Term Disability in the amount of 60 percent of your salary (depending on position category) to a maximum of $5,000 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA). Benefits will be offset by any payments from SS, Workers Comp and other income offsets. (7) WORKERS' COMPENSATION: All employees are covered under the Texas Workers' Compensation Insurance program through the Texas Municipal League. Eligibility for benefits is automatic and effective on the date of hire. (8) SUPPLEMENTAL TERM & WHOLE LIFE, CANCER & AD&D INSURANCE: The City of Rosenberg offers you a variety of voluntary benefits. If you enroll, you pay the full cost of coverage and are able to use a payroll deduction. PART II: SAVINGS PLANS(9) TEXAS MUNICIPAL RETIREMENT SYSTEM (TMRS): Participation in the system is mandatory for all regular full-time employees. Each employee contributes at a rate of 7 percent of his/her gross wages. The City contributes to each employee's account at a 2:1 ratio. Vesting is 5 years of service. Retirement is 20 years of service at any age or 5 years of service at the age of 60. (10) DEFERRED COMPENSATION 457(K) PLAN: Plans available through MissionSquare Retirement, DearBorn & Creggs, and Nationwide Retirement Solutions. Employees may enroll at the time of hire and throughout the year. (11) SECTION 125/FLEXIBLE BENEFITS PLAN: Allows you to contribute pre-tax salary into an account to be used to pay certain medical, dental, vision, and hearing care expenses not covered by insurance for yourself or a dependent within the meaning of Section 152(a) of the Internal Revenue Code. (15) LONGEVITY PAY: Begins after one year of service. $7.50 per month will be provided for each year of service rendered to the City. Longevity pay is an addition to your base salary and is paid annually, in December.
