Our mission is to provide safe, sustainable water services for our customers while protecting public health and contributing to the economic, environmental, and social vitality of our communities.The Maintenance Specialist position functions as the primary crew leader and heavy equipment operator for each construction crew assigned to the Repair Program within the Sewer Maintenance Division.Work Hours:Scheduled working hours are Monday through Friday from 6:30 am to 3:00 pm. This position carries with it a rotating on-call requirement after hours and on weekends/holidays, which includes 8 hours of paid standby time per on-call week, plus the potential to earn overtime pay at 1.5 times the normal hourly rate for hours worked over 40.Work Location:This position will report to Public Utilities Sewer located at 5380 Raynor Road, Garner, NC 27529.Staff assigned to this role will provide functions critical to completion of the following tasks:
  • Inspects vehicle and equipment daily
  • Acts as lead worker, overseeing all aspects of job completion to include managing subordinate staff on jobsites
  • Plans jobsite setup and teardown
  • Safety tailgates briefings prior to assigned work.
  • Hauls heavy equipment to and from job sites
  • Operates and maintains a wide range heavy equipment including various excavators, backhoes, track hoes, track dump trucks, skid steers, and so forth
  • Oversees completion of truck/supply room inventory and crew completion of all other work-related tasks

    Duties and Responsibilities
    • Performs skilled maintenance with the proper tools and equipment, following established safety policies and procedures and applicable codes and regulations
    • Operates and transports equipment, including utilizing heavy equipment to excavate sanitary sewer mains, manholes, and other appurtenances within the public right of way in close proximity to adjacent utilities. Completes work such as grading/excavating, collection and removal of debris, refuse and/or snow, and/or material application and distribution
    • Plans routes and sets up work areas for safety and operational efficiency. Oversees set up traffic control measures
    • Inspects equipment to ensure safe operating conditions. Performs routine cleaning, repair, and replacement of parts, and monitors need for advanced repairs
    • Plans, monitors and reviews inventory, resources and materials needs. Orders resources based on requirements, working with contract workers and trade specialists as needed to coordinate maintenance services
    • Sets up/tears down traffic control work zones and various safety equipment including trench boxes, hydraulic shoring, and confined space tools
    • Responds to customer generated calls and investigate reports of issues to determine appropriate corrective actions. Documents work progress and complete electronic work orders
    • Serves as a lead worker, assigning work and monitoring completion. Instructs staff on tasks such as cutting asphalt streets or concrete sidewalks, hand digging to locate buried utilities, loading/unloading heavy equipment, using gas powered saws to cut and remove damaged sewer pipes, installing sewer pipes/fittings, replacing sewer manhole rings/covers, backfilling excavations, work site cleanup, materials hauling/disposal, and additional site restoration activities
    • Fills in for the Senior Utilities Specialist (Field Supervisor) during absences or vacancies, as needed
    • Supports the City's emergency response in inclement weather events, such as debris cleanup after severe storms or snow and ice response for Division facilities

Typical Qualifications Education and Experience:High School Diploma or GED and four years of equipment operation/driving experience or formal trades experience, or experience related to the fields listed below as shown:
    • Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
    • Landscaping: installer, maintenance, irrigation
    • Mechanic: heavy equipment, HVAC, hydraulic systems
    • Farming: manual labor, equipment operating
    • Moving Company: labor, truck driver
    • General Municipal Worker: utility inspector
    • Tech School Student: mechanical
    • Firefighter: full or part-time
    ORAn equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.Licensing and Certifications:
    • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
    • Valid North Carolina Class A Commercial Driver's License with a satisfactory driving record, or the ability to obtain within 90 days of hire
    • NC WPCSOCC Collection System Operator Certification Grade I, or ability to obtain within 1 year of hire
    Preferred Qualifications:
    • NC WPCSOCC Collection System Operator Certification Grade II
