Performs construction and maintenance work in public works areas including streets, sidewalks, storm water and drainage systems, street sweeping, graffiti abatement, and traffic signage and striping. Experience - Maintenance Worker I: A minimum of one (1) year of experience in public works related construction or maintenance work. Experience - Maintenance Worker II: A minimum of three (3) years of skilled experience in public works related construction or maintenance work. DEFINITION Under direct to general supervision, performs a variety of entry, journey, and advanced/lead semi-skilled and skilled work in the construction, modification, maintenance and repair of streets, curbs, gutters, sidewalks, storm drains, graffiti removal, and traffic signs; and performs other related duties and responsibilities as required. DISTINGUISHING CHARACTERISTICS Maintenance Worker I: This is the entry level class in the Maintenance Worker series. This class is distinguished from the Maintenance Worker II by the performance of the less skilled and more routine street maintenance, construction, and repair work. Incumbents at this level work under close supervision as they gain experience and demonstrate ability to perform a range of duties with minimal supervision. This class is distinguished from the Maintenance Worker II in that the latter performs work which requires demonstrated knowledge and skill in a variety of areas of work assigned within this series. Because this class is typically used as a training class, employees may have limited or no directly related work experience. Maintenance Worker II: This is the full journey level in the Maintenance Worker series. Positions assigned to the Maintenance Worker II level are distinguished from the Maintenance Worker I level by the performance of the full range of duties assigned to this series, working independently and exercising a higher degree of judgment and initiative. Positions at the II level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. SUPERVISION RECEIVED AND EXERCISED Receives direct supervision (Maintenance Worker I) or general supervision (Maintenance Worker II) from the Public Works Maintenance Supervisor. Maintenance Worker I's and II's may also receive lead direction from Maintenance Worker III's. Examples of DutiesESSENTIAL FUNCTION STATEMENTSEssential duties and responsibilities may include, but are not limited to, the following: 1. Performs construction and maintenance work in public works areas including streets, sidewalks, storm water and drainage systems, street sweeping, graffiti abatement, and traffic signage and striping. 2. Sweeps and shovels debris and litter, carries cans and heavy objects and loads trucks; assists in emptying loads at dump sites. 3. Removes and installs of street lighting poles and fixtures; maintaining, repairing and making alterations to buildings, facilities and equipment; remove and/or paints over graffiti on private and public property; assisting in the fabrication, assembly, and installation of traffic signs. 4. Builds and removes forms; mixes, sets, trowels and finishes concrete, cement, and masonry. 5. Breaks and removes pavements; digs, shovels, hauls and loads soils, sand, gravel, cement, asphalt mixes and other materials, tools, and equipment; cleans up work sites upon completion of job. 6. Maintains records of work performed. 7. Operates various types and sizes of trucks and motorized equipment, such as dump trucks, tractors, skip loaders, bobcats, backhoes, front loaders, jackhammer, and other power tools; inspects vehicles and reports maintenance as required. 8. Operates air compressor and pneumatic air tools, including breaking guns and concrete saws; uses hand tools including shovels, picks, brooms, wheelbarrows, rakes and rollers, and a variety of small hand tools for a verity of trades. 9. Sweeps and shovels debris and litter, carries cans and heavy objects and loads trucks; assists in emptying loads at dump sites. 10. Drives vehicles to work sites and sets up and removes barricades to protect crews from street traffic including lane closures and DUI checkpoints; directs traffic in roadways to protect crews. 11. Lays and rakes, rolls and irons hot asphalt and oil spray. 12. Performs rough carpentry and pipefitting. 13. Performs storm drain maintenance, removes and replaces drains; cleans and removes debris from drains. 14. Measures and lays out center lines, crosswalks, and other line markings. 15. Meets with and responds to inquiries and concerns from the public. 16. May assist with the removal and installation of street lighting poles and fixtures. 17. May assist with maintaining, repairing and making alterations to buildings, facilities and equipment. 18. Removes and/or paints over graffiti on private and public property. 19. Assists in the fabrication, assembly, and installation of traffic signs. 20. Performs weed abatement duties and applies herbicides as needed. 21. Responds to after-hour emergency call-back. 22. Responds to hazardous materials clean-ups. 23. Performs homeless encampment abatement. 24. Operates pump to remove water from flooded areas. 25. Performs tree trimming duties. 26. Assists at community events with set-up and break-down, and clean-up duties. 27. Participates in weekly staff trainings. 29. Transports assigned vehicle for scheduled service and maintenance. 30. Orders supplies and picks up supplies from vendors. 31. Performs related duties and responsibilities as required. Typical QualificationsQUALIFICATIONSKnowledge of: •Techniques, tools, and materials used in the construction, maintenance, and repair of streets, gutters, sidewalks, storm drains, and related facilities. •Operation and maintenance of a wide variety of hand and power tools and equipment common to the field. •Operation of motorized vehicles and equipment common to the field. •Proper placement of cones, barricades, and warning devices and directing traffic flow at job sites. •Techniques, methods, tools, and material used in applying paint and other protective coatings to a wide variety of surfaces, including wood, concrete, stucco, and metals. •Applicable Federal, State, and local laws, codes, and regulations. •Basic principles of mathematics. •Record keeping principles and procedures. •Modern office practices, methods, and computer equipment and applications related to the work. •Occupational hazards and standard safety practices. •City and mandated safety rules, regulations, and protocols. •English usage, grammar, spelling, vocabulary, and punctuation. •Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities to perform the essential functions is qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Maintenance Worker I: A minimum of one (1) year of experience in public works related construction or maintenance work. Experience - Maintenance Worker II: A minimum of three (3) years of skilled experience in public works related construction or maintenance work. Training - All Levels: High School graduation or satisfactory equivalent. Licenses and Certifications: •Possession of, or ability to obtain, a valid California Driver's License. •Possession of, or ability to obtain, a valid Class A or B California Driver's License may be required, after appointment, depending on assignment. •Certification in CPR and First Aid by time of appointment or within first three (3) months of employment. Special Requirements: Incumbents in this class are subject to emergency callback and extended shifts. WORKING CONDITIONS The work environment characteristics and physical/mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Environmental Conditions: Employees primarily work in an outdoor construction and maintenance environment and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. The nature of the work also requires the incumbent to climb ladders, work in heavy vehicle traffic conditions, and often work with constant interruptions. Physical Demands: Must possess mobility to work in a field setting performing heavy labor, and in order to operate a motor vehicle to visit various locations in the field; vision to use small and heavy equipment in the field; and hearing and speech in order to communicate in person and as part of a team on job-sites. Finger dexterity is needed to operate hand tools in the field. Positions in this classification regularly stand, walk on level and slippery surfaces, reach, twist, turn, kneel, bend stoop, squat, crouch, grasp, crawl, and make repetitive hand movement in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds. Mental Demands: While performing the duties of this class, the incumbent is regularly required to use oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math/mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions, and interact with City management, staff, members of the public, and others encountered in the course of work.
