The Public Works Department is responsible for providing and maintaining the City's infrastructure in a manner that ensures the health, safety, and welfare of the City's residents and visitors. This includes the planning, design, construction, maintenance, and operations of public land, including parks, roadways, sidewalks, sewers and storm drains; public buildings and structures; water production, storage and delivery facilities; and the repair and maintenance of City vehicles and equipment. The Public Works Department is made up of four divisions (Engineering, Water Utility, Maintenance Services and Parks)Under general supervision from a supervisor or lead in the Public Works Maintenance Division, Maintenance Workers perform a variety of tasks in the cleaning and maintenance of City streets, sewers, parks, grounds, playgrounds, planters, medians, parkways, buildings and facilities; assists in tree trimming activities; operate trucks and other light and medium equipment as assigned; applies pesticide and/or herbicides, as needed; Individuals in this classification may be assigned to work independently and may be required to work weekends and/or holidays. The position requires some physical effort including bending, stooping, climbing, and lifting items weighing 20 - 100 pounds. Tasks are occasionally performed in inclement weatherEssential and other important responsibilities in Streets Maintenance Division may include, but are not limited to the following: Assists in the pouring and finishing of concrete slabs and walks; performs unskilled and semi-skilled labor in construction and maintenance of streets and street components in the installation, maintenance, and repair of water service meters, mains, and pipes; assists in the installation, maintenance and repair of fire hydrants, valves, and related facilities; hauls, spreads and rakes asphalt for new or repaired thoroughfares; sets up equipment and barriers; performs traffic painting tasks; installs and maintains warning and directional signs; maintains manholes, sewers, and storm drains. Essential and other important responsibilities in Parks Division may include, but are not limited to, the following: Trims shrubbery; waters and fertilizes lawns; rakes leaves; cleans walks, fields, courts, park grounds, restrooms and outdoor areas; weeds; plants and transplants, cultivates, waters, and sprays shrubs and flowers; operates power landscape equipment; assists in moving and installing recreation facilities; assists skilled workers in repairs to buildings; uses hand tools in rough maintenance work; assists in the installation, repair and maintenance of sprinkler systems; assists with maintenance, repair and painting of playground equipment; paints. QUALIFICATION GUIDELINES EDUCATION & EXPERIENCEAny combination of experience and education could likely provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:
  • Graduation from high school or GED
  • One year of experience
    • Streets: 1 year of construction maintenance work or related labor or semi-skilled work
    • Parks: 1 Year of ground or park maintenance experience
LICENSES & CERTIFICATES Possession of valid Class C California motor vehicle operator's license required at time of appointment and as a continuing condition of employment.Streets Division: Ability to obtain a valid California Class B Motor Vehicle Operator's License within 12 months of appointment is required and is a condition of continued employment (unless medically unable to qualify).SUPPLEMENTAL INFORMATIONCandidates whose education and experience are determined to best meet the City's needs, will be invited to an Assessment of Qualifications. The Assessment of Qualifications may consist of a written exam, written exercise, performance and/or oral board interviews. An applicant must pass all components of the examination process to be considered for the position. Meeting the minimum requirements does not guarantee an invitation to further testing.New hire candidates must show proof of full Covid vaccinations prior to being hired. Limited exemptions may apply.   • HOLIDAYS: 116 hours of paid holidays per year.
  • VACATION: 80 hours of vacation each year plus eight additional hours for each year served beginning with the employee's sixth anniversary to a maximum of 200 hours per year.
  • SICK LEAVE: 96 hours of sick leave. Cash out and reimbursement options are available with restrictions. Automatic enrollment in catastrophic leave bank.
  • MEDICAL INSURANCE: The City contributes up to $1,450/mo toward medical insurance for employees, eligible dependents and retirees. Employees have a variety of medical insurance plans to choose from. Those who waive City-paid medical coverage & present proof of insurance in a non-City employee's health insurance plan will receive $300/mo. cash in lieu.
  • DENTAL INSURANCE: The City contributes up to $100/mo toward dental insurance for the employee & eligible dependents.
  • VISION INSURANCE: The City contributes up to $30/mo toward vision insurance for employee and eligible dependents.
  • LIFE INSURANCE: The City provides a $100,000 life insurance policy. Additional life insurance is available.
  • LONG TERM DISABILITY INSURANCE: The City pays the premium for long-term disability insurance for the employee.
  • RETIREMENT: Employees are covered by the Public Employees' Retirement System at, 2.7%@55 (Classic), single highest year or 2%@62 (PEPRA), three average years, as determined by PEPRA. Classic members pay the full 8% and new members pay 7.25% of the employee contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution.
  • EMPLOYEE ASSISTANCE PROGRAM: Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues.
  • MEDICARE: Employees pay the mandatory 1.45% contribution.
  • CREDIT UNION: F & A Credit Union is available to employees.
  • DEFERRED COMPENSATION: Available to all employees who wish to participate. The City contributes up to $50 per pay period for enrolled employees.
  • BILINGUAL PAY: $50.00/month for the ability to speak a qualified second language. An additional $100.00/month available for the ability to translate documents in a qualified second language.
  • TUITION REIMBURSEMENT: Those who have passed probation are eligible for reimbursement up to $3,500 annually for approved courses & books at Cal-State LA University tuition rates.
  • DRUG/ALCOHOL FREE WORKPLACE: It is the policy of the City of Monterey Park to maintain a drug and alcohol free workplace. Applicants for City employment are expected to comply.
