Salary: $18.15 - $24.21 Hourly Location : ROCKWALL, TX Job Type: FULL TIME BENEFIT ELIGIBLE Job Number: MW STREETS 9/5/24 Department: STREETS Opening Date: 09/05/2024 Closing Date: Continuous Description Under direct supervision of the Streets Maintenance Crew Leader, performs unskilled to semi-skilled work maintaining and repairing streets, roadways, and right-of-ways. Employees in this class possess dexterity and manipulative ability, utilize a variety of hand tools and equipment in the performance of tasks, and usually work in adverse environmental conditions. Position assists other divisions in tasks such as water/wastewater line repair, where applicable. Position ensures the proper functioning and care of assigned equipment. Examples of Essential Functions
  • Operates various types of trucks in the hauling and distribution of materials, i.e., dump trucks, sand trucks, tar trucks, water trucks.
  • Participates in establishing traffic control devices such as signs, barricades, and cones.
  • Performs ground maintenance, i.e., mowing, weed eating, edging, blowing, pruning, planting, trimming, sodding, fertilization/weed control around signs, barricades, ditches, culverts, and other structures
  • Performs maintenance and repair of various streets, roadways, and right-of-way sites, i.e., culverts, ditches, barricades, curbs, head-walls and subsequent drainage structures, patching potholes and general pavement repairs.
  • Prepares assigned equipment for safe and efficient operating condition by inspecting prior to and after use.
  • Performs regular and preventive maintenance, and minor repair on assigned equipment.
  • Performs painting, cleaning, maintenance and repair of municipal property, structures, and facilities.
  • Utilizes various manual, gas, and handheld electrical tools and equipment in maintaining or repairing assigned areas, i.e., saws, welders, drills, hammers, shovels.
  • Cleans/clears debris and refuse from City property regularly.
  • Performs various construction tasks such as setting forms, placing concrete and establishing a grade.
  • Performs maintenance of existing street signs and installs new street signs.
  • Functions on call for emergency stand-by duties and repairs.
  • Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.

Education and Experience
  • High school diploma, or GED and supplemented by minimum of 2 years experience in general construction related to concrete/asphalt/street maintenance.
  • Must possess or obtain a valid state Class A CDL driver's license within (12) months of hire.
Supplemental Information Knowledge, Skills, and Abilities:
  • Considerable knowledge of the various types of manual work performed in the maintenance of municipal structures and grounds.
  • Considerable knowledge of construction practices related to street and right of way maintenance
  • Considerable knowledge of the various types of semi-skilled manual work performed in maintenance and repair of municipal streets, roadways, and right-of-ways.
  • Considerable knowledge of the various types of manual, gas, or diesel-powered equipment employed in maintenance and repair of municipal streets, roadways, and right-of-ways.
  • Considerable knowledge of potential hazards of the materials and equipment used in performing assigned tasks.
  • Considerable knowledge of occupational safety rules and practices associated with performing duties in traffic and adverse weather conditions.
  • Ability to perform manipulative tasks requiring eye/hand/foot coordination.
  • Ability to perform heavy manual tasks.
  • Ability to follow oral and/or written directions.
  • Ability to establish and maintain effective working relationships with supervisor, fellow employees, and the public.

Physical Requirements:
  • Tasks involve frequent walking, standing; some lifting and carrying of moderate weight (12-20 pounds); and/or the operation of vehicles, office, shop, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
  • Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items and occasionally very heavy (100 pounds or over) items.
  • Tasks involve the frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment; or the skilled and complex operation of equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.
Environmental Requirements:
  • Tasks require exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes), exposure to extreme heat/cold or extreme weather conditions and exposure to strong odors and/or smoke, toxic chemicals, dust or pollen.
Sensory Requirements:
  • Tasks require sound, depth and visual perception and discrimination.

FULL TIME EMPLOYEES ARE ELIGIBLE FOR THE FOLLOWING:Merit Increases/Pay for Performance Non Sworn civilian employees are eligible for a 4% merit increase annually and after reaching the max of the pay scale, are eligible to receive a 4% lump sum each year on their anniversary date. Sworn officers are eligible for a 5% increase annually and after reaching the max of the pay scale, are eligible to receive a 5% lump sum each year on their anniversary date. * merit increases are based upon performance and budget Health, Dental and Vision Insurance Medical, Dental and Vision is available for purchase for full time employees. Coverage goes into effect on the 31st day. Life and AD&D Insurance Coverage Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $50,000 for each benefit. Additional Life and AD&D may be purchased up to 2 x annual pay. Holidays Employees receive 11 paid holidays per year Vacation Years of Service HRs Accrued Monthly 0 - 1 Year 6.67 1 - 4 Years 10.00 5 - 9 Years 11.67 10 + Years 13.34 Sick Leave Employees earn 80 hours of sick leave per year. There is no maximum accruals for sick leave. Retirement Texas Municipal Retirement System (TMRS)-2:1 match. A required 7% of gross earnings are deducted each pay period and deposited into the member's account. Upon retirement, the City will deposit it's portion of the matching funds at 14%. The City also participates in Social Security. Deferred Compensation The City of Rockwall offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account. Longevity After completing one year of continuous service, employees will receive $5/month for Longevity Pay. This benefit is usually paid out each December. Supplemental Benefits The City of Rockwall also offers optional programs that include Short and Long Term Disability through AFLAC. Flexible Spending Accounts Participation in Flexible Spending Accounts through pre-tax payroll deduction for Health and Dependent Care expenses is also available for full time employees. Wellness Program The City of Rockwall administers a wellness program for full-time employees which provides an incentive for obtaining a wellness exam each year. Wellness exams are paid at 100% by the City. Workers Compensation All employees are covered by workers compensation for injuries sustained in the line of duty.
