Supervision Received: The Maintenance Working Foreman receives general supervision from the Staff Assistant, Manager of Environmental Services and may receive various assignments from the Director of Facilities & Operations, Assistant Director of Trades & Grounds, and other Facilities and Operations and Environmental Services Managers.

Supervision Exercised: The Maintenance Working Foreman supervises Maintainer III's, Maintainer II's, and Maintainer I's (M III, M II, and M I).

Salary: $1,969.30 Bi-Weekly

General Statement of Duties:

The Maintenance Working Foreman oversees and participates in the work of employees engaged in the upkeep, maintenance and repair of all University buildings and related structures and/or building utility systems; maintains records of work progress, materials and equipment used, etc.; and performs related work as required to ensure standards set for buildings are maintained; provides functional supervision to Maintainer III's, Maintainer II's, and Maintainer I's; performs various manual tasks required for the routine maintenance of buildings and grounds; assesses need for emergency maintenance and repair and makes recommendation to supervisor; calls supervisors to arrange for services of skilled trades personnel for campus emergencies which occur; may call vendors and contractors to request repairs and services.

Working Conditions:

Maintenance Working Foremen work indoors and outdoors; lift and carry heavy objects and equipment; climb ladders or scaffolds; may work varied shifts and/or irregular hours; may work under exposure to high noise levels, hot and cold temperature conditions, etc.; and may operate light motor vehicles and equipment.

Duties and Responsibilities:

Duties include but not limited to:

Essential:

* Oversees and participates in the work of employees engaged in the upkeep, maintenance and repair of all University buildings and related structures including painting, masonry, woodwork and/or maintaining and repairing building utility systems including heating, ventilating, air conditioning and refrigeration systems using power and small hand tools.

* Provides direct supervision to Maintainer III's, Maintainer II's, and Maintainer I's on first shift (and all weekend staff on any shift if during normal work hours), and may provide functional supervision to other Maintainers, including seasonal and part-time assistants.

* Observes progress of work to evaluate workmanship to ensure compliance with established work standards and to report progress to superiors.

* Performs related duties such as adjusting heating and/or air conditioning controls to maintain appropriate temperature; requisitioning supplies and equipment; reading and interpreting blueprints and sketches; and performing preventive maintenance on assigned equipment and tools.

* Inspects equipment and tools for wear and tear; making repairs as needed and/or prepares work orders for repair of equipment.

* Inspects interiors of buildings for cleanliness and state of repair and makes reports on conditions found; requisitions required supplies or equipment; maintains inventory of supplies and equipment, and issues equipment or supplies to staff as needed.

* Inspects the work of building staff (M III, M II, and/or M I) during shifts to ensure department standards are being met. Reviews inspection information with supervisors when requested.

* When directed by supervisors, checks work of private contractors to make sure project has been completed; reports any concerns to supervisor.

* Assesses need for and participates in emergency maintenance and repair; calls supervisor to arrange for services of skilled trades personnel for campus emergencies.

* Responds to campus-related emergencies or needs during normal working hours.

* Responds to calls during assigned shift from students and employees regarding a variety of issues; takes corrective action, makes recommendation to supervisor or requests that a skilled trades-person be called into work.

* Oversees and participates in snow removal and ice control work, grounds keeping work including mowing lawns, trimming hedges, raking leaves and grass, sweeping walks and driveways, and removing and disposing of refuse.

* Maintains records on such matters as work progress, work completed, materials and equipment used, inventories and employees' attendance.

* Prepares, assigns, and performs work orders through campus SchoolDude computer program.

* Prepares, reviews, and performs event setups as needed through campus Event Management System computer program.

* Reviews and initials timesheets as needed or directed, or in the absence of a Maintainer III.

* Attends department meetings, seminars and training sessions during normal work hours and at other possible times, on overtime, that relate to the department.

Non-Essential:

* May exercise functional supervision over part-time, temporary, or summer employees.

* May transport and erect temporary signage.

* May assist in the Maintainer III, II and I hiring process.

Requirements:

Qualifications Required at Hire:

* Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic review and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; provide input regarding the need for disciplinary actions.

* Knowledge of the types and uses of equipment and materials used in building maintenance and repair work.

* Knowledge of the safety practices and procedures followed in building maintenance and repair work.

* Knowledge of the standard preventive maintenance procedures followed in connection with building structures.

* Ability to follow and give oral and written instructions.

* Ability to read and interpret documents such as plans, blueprints, specifications, drawings, job layouts and schematics.

* Ability to understand, explain and apply the policies, procedures, specifications, standards and guidelines governing assigned unit activities.

* Ability to establish and maintain harmonious working relationships with others.

* Ability to exercise sound judgment.

* Ability to maintain accurate records.

* Ability to stand or walk, for prolonged periods of time.

* Skill in using small hand tools such as pliers, hammers, screwdrivers, wrenches, etc.; skill in using hand-held power tools such as drills.

* Physical stamina and endurance.

* Mechanical aptitude; manual dexterity (ability to perform repetitive tasks requiring continuous use of hands and arms).

* Ability to lift and carry heavy objects.

* Ability to climb and work on elevated platforms, including ladders and scaffolds.

Qualifications Acquired on Job:

* Knowledge of the policies, procedures, specifications, standards and guidelines governing assigned unit activities.

* Knowledge of the types and uses of agency forms.

* Knowledge of the principles, practices and techniques of supervision.

Minimum Entrance Requirements:

* Applicants must have at least two years of full-time, or equivalent part-time, experience in building maintenance, repair and/or construction or in a building construction trade.

License and/or Certification Requirements:

* Must provide a valid driver's license.

Salaries for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining agreements as well as state policies.
