Oversee and administer the services provided directly by MDC's Special Assignments/ Operations in conjunction with other County and public services agencies.2. Conduct internal audits for quality assurance to ensure operational and staff compliance with all MDC policies; court and accreditation directives; and recommend to the Deputy Warden any policy changes and implementation for operation of inmate services. 3. Collect, aggregate and analyze section data to modify and improve processes and compete trend analysis. 4. Represent MDC to other divisions, departments, elected officials and outside agencies; coordinate assigned activities with those of other divisions, departments and outside agencies and organizations. 5. Supervise employees and manage projects as assigned; allocate work, train staff, evaluate employee performance, recommend employee discipline and counsel/coach employees. 6. Oversee the preparation of reports related to the activities of the compliance section. 7. Respond to and resolve difficult and sensitive citizen inquiries and complaints.8. This position requires in-depth knowledge and experience in various areas including professional standards, the Prison Rape Elimination Act (PREA), inmate grievances, disciplinary appeals, social services, program coordination, inmate support services, classification, investigations, and policy development. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.MAJOR (OPERATIONS) Major (Operations) plays a critical role in supporting the Deputy Warden to ensure the smooth and efficient daily operations of key facility services, including training, fleet and transport management, medical and mental health services, CERT, Honor Guard, K9 unit, recruiting, and peer support programs. The Major is responsible for ensuring staff adhere to policies and procedures, supervising daily activities, and addressing operational challenges promptly and effectively. This position demands strong leadership and organizational skills to maintain the safety, security, and wellbeing of the facility, staff, and inmates. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.DUTIES AND RESPONSIBILITIES MAJOR (ADMINISTRATIVE) 1. Develop and enforce protocols to ensure high professional standards and ethical conduct throughout the department. Conduct regular assessments and audits to monitor adherence to professional standards and address any deficiencies.2. Provide guidance and training to staff on maintaining and exceeding professional standards.3. Ensure all correctional facilities comply with PREA standards, including implementing preventive measures and handling allegations of sexual misconduct. Lead investigations into PREA-related incidents and work with external agencies to ensure thorough and impartial inquiries. Oversee the development and delivery of PREA training programs for staff and inmates.4. Oversee and review the inmate grievance and disciplinary appeal processes to ensure fairness, accuracy, and timeliness. Address systemic issues identified through grievances and appeals to improve facility operations and inmate management. Ensure that grievance and appeal resolutions align with departmental policies and legal requirements.5. Oversee the development and implementation of social services programs that address the needs of inmates, including mental health, substance abuse treatment, and vocational training.6. Coordinate with community organizations and service providers to enhance inmate support services and reentry programs. Monitor the effectiveness of these programs and adjust based on outcomes and feedback.7. Manage and enhance inmate support services, including counseling, educational programs, and recreational activities. Work to ensure that support services contribute positively to inmate rehabilitation and reintegration.8. Develop strategies to address and improve inmate satisfaction and engagement with support services.9. Ensure accurate classification of inmates based on their risk levels and needs, and review classification decisions regularly.10. Develop and implement policies for effective custody management and inmate housing assignments.11. Monitor and assess classification systems to ensure they are fair and effective.12. Oversee and manage investigations into staff and inmate misconduct, including any violations of policies, laws, or procedures.13. Ensure investigations are thorough, objective, and conducted in compliance with legal and departmental standards. Prepare comprehensive reports and recommendations based on investigative findings.14. Develop, review, and update departmental policies and procedures to ensure they reflect current laws, regulations, and best practices. Implement new policies and oversee the training of staff on changes and updates. Evaluate the impact of policies and make recommendations for improvements based on operational feedback and evolving needs. 15. Assist the Deputy Warden in overseeing day-to-day operations across all service areas.2. Ensure that staff are following policies, protocols, and schedules related to training, inmate transport, healthcare services, and other operational areas.3. Respond to and resolve any immediate issues that arise in daily operations, including staff shortages, incidents, or logistical challenges. Ensure that personnel are properly deployed, roles are clearly defined, and that staff members are equipped to perform their duties effectively. Provide guidance and leadership to team leaders and ensure that any performance issues are addressed.4. Directly supervise staff across multiple departments, including training, CERT, Honor Guard, K9 unit, medical and mental health teams, and transportation.5. Assist in managing the facility's fleet operations, ensuring that vehicles are well-maintained, and transport schedules are adhered to.6. Supervise the coordination of inmate transportation, ensuring safety protocols are followed during transit to court, medical appointments, or inter-facility transfers. Troubleshoot any issues that arise during inmate transport and liaise with external agencies as needed.7. Monitor the daily delivery of medical and mental health services to ensure that inmates receive proper care. Collaborate with healthcare professionals to ensure smooth coordination between security and medical staff during inmate appointments or treatments. Address any security or operational concerns that may impact the timely delivery of healthcare services.8. Provide operational support to the CERT team, ensuring that members are available, properly equipped, and prepared for any rapid deployment needs. Assist with the ongoing training of staff, ensuring compliance with mandatory certifications and readiness for specialized roles (e.g., CERT, K9 handlers). Monitor training schedules and ensure staff attendance at required sessions. Support CERT and other tactical teams during emergency situations, ensuring communication and coordination between teams and leadership.9. Oversee the daily readiness of the Honor Guard and K9 unit, ensuring all ceremonial duties, searches, and security operations are conducted according to standards.10. Coordinate with team leaders to ensure specialized units remain operationally ready for both scheduled and emergency activities.11. Support recruiting efforts by overseeing new hire orientation, conducting interviews when needed, and ensuring the training of new staff is executed according to the facility's guidelines.12. Assist in managing the Peer Support Program, providing oversight to ensure staff members have access to emotional and mental health resources. Act as a point of contact for staff seeking peer support, helping to maintain a supportive and positive working environment. Collaborate with peer support coordinators to ensure staff receive timely and appropriate assistance when needed.13. Serve as a key figure in the response to emergencies or critical incidents within the facility, including medical emergencies, security breaches, or inmate disturbances. Document and report incidents, ensuring timely and accurate submission of reports to the Deputy Warden and other leadership.14. Monitor compliance with institutional policies, state and federal regulations, and best practices.15. Provide daily reports to the Deputy Warden on the status of operations across the assigned areas.16. Assist in conducting audits and inspections to ensure the facility meets safety, security, and operational standards.17. Lead daily operational meetings, ensuring clear communication between staff and leadership on priorities, tasks, and any operational challenges. Foster a culture of teamwork and accountability, ensuring that all departments work collaboratively toward common goals.18. Assist in scheduling and coordinating staff shifts, ensuring adequate coverage across all critical areas of operation.19. Minimum Qualifications:Bachelor's Degree in Criminal Justice, Social Science, Public Administration, Business Administration, or a related field, and seven (7) years of work experience involving increasing responsibility in the corrections field, plus two (2) years in a managerial roleAny equivalent combination related to education and/or experience may be considered for the above requirements.
