This position works within the Energy Division as a member of the HEAL Act implementation team. In 2021, lawmakers passed SB 5141, the Healthy Environment for All (HEAL) Act, which implements recommendations from the Environmental Justice (EJ) Task Force. The intent of the law is to remedy the effects of policies and practices that led to environmental health disparities in communities and improve the health of all people of Washington. Commerce is one of seven agencies covered by the law. This position is responsible for specific tasks that support the implementation of the HEAL Act:
  • Support Commerce research efforts, manage data, analyze problems, provide expert consultation, present findings, and make recommendations regarding HEAL Act implementation, including significant agency actions, EJ implementation plan, community engagement plan, and a tribal consultation framework.
  • Support program leads with implementing and integrating Commerce's environmental justice framework, in accordance with the EJ governing council, and external HEAL Act work groups.
  • Work collaboratively across the agency and support engagement with the inter-agency working group. Help collect and curate data to tell important stories about Commerce's HEAL Act performance. Support the design and tracking of performance and milestones.
  • This position will work on complex issues across the different divisions within Commerce, connecting and aligning programmatic efforts to agency EJ and HEAL Act priorities. It will also help establish and facilitate feedback loops to iteratively improve our work centering equity and environmental justice as we help strengthen communities. In addition, because the work of the HEAL Act is both unprecedented and informed by past environmental justice performance, this position will require the flexibility to innovate within the framework of existing state agency processes, adding value and contributing to continuous improvement where possible.Duties
    • Serve as a consultant to management in the oversight of the HEAL Act implementation plan.
    • Coordinate HEAL Act implementation across Commerce's broad portfolio of programs and divisions, including program analysis and monitoring of new program design. Review and analyze implementation materials to ensure division staff respond appropriately.
    • Coordinate cross-division HEAL Act activity with other agency equity initiatives.
    • Participate in status and coordination meetings about HEAL Act implementation.
    • Prepare briefings, updates and analyses for approval by decision-makers.
    • Track and monitor HEAL Act implementation and provide management with analysis and recommendations.
    • Consult with management to ensure the successful and timely completion of HEAL Act deliverables.
    • Provide expert-level consultation to program leads on compliance requirements for environmental justice assessments as required by statute.
    • Coordinate cross-division HEAL Act efforts, including interacting with appointing authorities, managing directors and program leads.
    • Coordinate and facilitate workshops and meetings. Prepare agendas, track action items, and follow up with meeting notes.
    • Develop and publish communications documents concerning HEAL Act implementation.
    • Conduct research and data collection to support divisional and programmatic HEAL Act implementation.
    • Direct administrative staff in managing meeting logistics, such as venue scheduling and public notices.
    • Represent the divisions on agency and interagency groups relating to HEAL Act implementation.
    • Provide expert-level consultation on data related to equity, environmental justice, and other topics.
    • Research, organize and manage complex datasets from a broad set of state agency operations.
    • Perform data analysis and advise HEAL Act leads and agency representatives on trends, performance, etc.
    • Track the impacts of state agency implementation related to the HEAL Act to help assess progress towards targets and goals and improve the impact of future process improvements.
    • Compile and present data to help evaluate success, identify opportunities, inform decision making, and demonstrate results.
    • Participate in agency-wide project workgroup activities, including outcome measures, strategic breakthrough initiatives, and other opportunities that align with the duties of this position.
    • Provide regular updates to division management and staff on work of these cross-agency initiatives.
    Required Qualifications:
    • A Bachelor's degree in business administration, public administration, law, public health, health administration, environmental science, engineering or related field. Professional level work experience in these fields may be substituted year for year for the education. A graduate or advanced degree may substitute for one year of required experience.
    • Four years of professional-level experience conducting research and analyzing policies, laws, rules, or regulations.
    Competencies:

    • Ability to communicate clearly with diverse groups, including senior level management, elected officials, subject matter experts, and other interested parties.
    • Ability to collaborate with others who may have divergent viewpoints, as well as diverse people and groups, contributing to developing an environment that is equitable, inclusive, respectful and cooperative.
    • Demonstrated experience supporting environmental justice and/or other equity and inclusion initiatives. Ability to analyze and interpret data, perform trend analysis, and communicate conclusions.
    • Experience creating dashboards and interactive tools to display data and results.
    • Experience using data to support continuous performance improvement and data-driven decision making.
    • Knowledge of state agency processes including budget development and strategic planning or similar process.
    • Intermediate skill level for MS Word, Excel, PowerPoint, SharePoint, Mural, and database software.
    • Ability to think strategically and connect the big picture and details.
    • Excellent time management and a strong sense of personal accountability.
    • Ability to contribute positively and professionally in a team environment.
    Desired Qualifications:
    • Experience working for, or in partnership with, organizations advancing environmental justice, social justice, and/or equity.
    • Experience collaborating with historically marginalized communities, tribes and low-income populations.
    • Two years of professional-level experience conducting research and analyzing environmental justice policies, laws, rules, or regulations.
    • Experience managing the analysis of programmatic and policy activities, coordinating the production of technical reports and other documents, and coordinating statistical analysis, performance assessment, and outcome measurement.
    • Experience with software and web-based tools for analytics and data visualization such as Tableau, Power BI, and/or Socrata.
